Description
The authorized level of the position is Work Program Specialist V. Applications are being accepted down to the Work Program Specialist IV in the event of recruiting difficulties.
Salary Range: All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval. Hawaii State Department of Education employees will be placed on the salary range in accordance with Department regulations.

Examples of Duties
1. Coordinating with Departmental personnel to plan for the printing of instructional and informational materials.
2. Implementing cost-saving measures without compromising quality to ensure the final product meets Staff Member's specifications, quality standards and budgetary goals.
3. Streamlining workflow from design to final print.
4. Making the proper choices to enhance speed, cost-effectiveness, and quality.
5. Providing cost estimates for different printing formats and quantities to determine the best plan for producing instructional and informational materials.
6. Recommending in-house and/or commercial printing based on time, cost, size of project and capabilities of printing equipment.
7. Planning, coordinating, and directing work unit activities.
8. Monitoring production to ensure timeliness and print quality.
9. Evaluating the work performance of subordinates and addresses deficiencies.
10. Maintaining records of all printing expenditures.
11. Ensuring that all projects are properly funded and resolves issues with the offices as required.
12. Assisting in the annual development and budgeting of long and short-range program plans.
13. Performs other duties as required.
Minimum Qualifications
Education Requirement : Graduation from an accredited college or university. Excess experience of the type and quality described below, or progressively responsible administrative, professional, technical or investigative work experience may be substituted for education on a year-for-year basis.
Substitution Allowed - Four (4) years of professional work experience in graphic arts and/or printing may be substituted for the required education.

Work Program Specialist IV - Two and one-half (2-1/2) years of work or program analysis and evaluation experience; viz. experience in operational planning, organizational analysis, budget analysis or methods studies, to improve the efficiency of a given operation.
Work Program Specialist V - Three and one-half (3-1/2)years of the type of experience described for Work Program Specialist IV above. In addition, applicants for this level must demonstrate possession of supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involves some supervisory responsibilities or aspects; by serving as a group or team leader or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
Selective Certification Experience Requirement : Of the required number of years of experience for each level above, a minimum of one (1) year must have included professional work experience in the printing industry with an emphasis in graphic arts, print production, and cost estimation.
Selective Certification - Driver's License Requirement: Applicant must possess a current, valid driver's license.

Quality of Experience : Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and responsibility as to conclusively demonstrate that applicant has the ability to perform effectively the duties of the position for which applicant is being considered.
Supplemental Information
Salary: The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable.
Requirements: Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Unless specifically indicated, the required education and experience may not be gained concurrently. Calculation of experience is based on full-time, 40-hour workweeks. Part-time experience is pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.
Temporary Assignment: Claims of Temporary Assignment (TA) experience to meet the minimum qualification requirements must be verified and attached to the application using one of the options below:
• A copy of the applicant's TA History Report or equivalent system-generated report;
• A signed letter from the applicant's supervisor that includes the applicant's name, his/her TA job title, the TA start and end dates (from mm/yy to mm/yy), his/her specific TA duties performed, and either the TA hours worked per week or total TA hours worked; or,
• Copies of the applicant's signed SF-10 Forms. Documents: Attach all relevant supporting documents to your application. Payday
