POSITION PURPOSE/SUMMARY The Watershed Restoration Project Manager position is a grant funded, regular, full-time, hourly employee serving the Pacific Conservation District. This position is responsible to the District Board of Supervisors and CD Manager and is supervised by the Watershed Restoration Program Manager.
The Watershed Restoration Project Manager works with landowners and program partners to implement the District's conservation objectives in Pacific County. The position is responsible for collaborating with the Watershed Restoration Program manager to coordinate all District efforts related to planning, funding and implementing watershed restoration related funding/projects. The person in this position is responsible for carrying out all phases of project management for projects they are assigned. The Watershed Restoration Project Manager also works with District staff to help support other District objectives and activities. The person in this position shall strive to obtain enough project funds to fully fund their position.
DUTIES AND RESPONSIBILITIES The following is not a comprehensive list. Duties and responsibilities can be added or subtracted as deemed necessary.
Watershed Resource Planning, Facilitation, and Project Management - Identify and prioritize restoration projects
- Provide outreach, facilitation, and technical assistance in collaborative watershed resource planning processes with Pacific County entities/community members
- Collaborate with other District staff, to seek funding for and implement watershed restoration projects
- Participate in project design processes, providing landowner outreach and technical assistance
- Apply for and receive state, federal, and tribal permits as needed
- Participate in project design alternatives while offering technical expertise
- Hire contractors and material suppliers in accordance with Conservation District procedure
- Lead project design processes, providing landowner outreach and technical assistance
- Oversee restoration construction such as fish passage improvements, large woody debris supplementations, and other related activities
- Hire contractors and material suppliers in accordance with District procedure
- Oversee restoration construction activities as needed
- Develop and manage accurate project budgets which adequately fund project costs
- Participate in community outreach and education events as time and funding allows

Retirement and Deferred Compensation State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
