Titan Technologies, LLC is hiring. We are seeking a dynamic, strategic Vice President of Contracts to lead Titan's contracts & subcontracts function for contract negotiation, analysis, and administration; guidance and oversight of proposal requirements and compliance; and customer engagement related to contract acquisition and fulfillment to achieve Titan's annual operating plan. In this hands on role, you will work closely with our Operations leaders as a key partner. You must bring executive level experience and have demonstrated success leading Contracts teams through all facets of contracts management and administration, be an excellent written and oral communicator, and have strong business acumen, analytical abilities and be results driven. You must have in-depth knowledge about federal government contracting, to include federal acquisition process and regulations. You must establish and sustain accountability and responsibility for the following core areas of responsibilities. RESPONSIBILITIES: Negotiate and administer contracts with the Federal Civilian, Department of Defense, Intelligence Community, and State, Local and Education (SLED) customers. Execute subcontracts with large and small business prime contractors across the breadth of contract types. Negotiate teaming and non-disclosure agreements and Organizational Conflict of Interest (OCI) plans. Perform as an advisor regarding legal requirements, customer specifications, and government regulations. Provide full life cycle strategic contracts administration leadership and support to internal and external clients for SLED, DoD, civilian agencies. Provide leadership and coaching to junior Contracts Administrator to ensure exceptional service delivery to meet our customer commitments. Review and resolves all issues affecting company compliance and ensures satisfaction of legal requirements, Company, and customer objectives by working closely with the CEO, COO, and VP's of our Lines of Business operations. Advise management of contractual rights and obligations, identifies risk areas and mitigation strategies, and provides interpretation of terms and conditions. Work with internal teams on the development of negotiation strategies and lead negotiation team on contractual issues. Assist team members in the preparation of response for proposals, bids, and contract modifications. Communicate with senior leaders, procurement, finance, and business teams for resolution of contract issues and disputes. Advocate and ensure data quality and precision. CONTRACTS ADMINISTRATION Support Capture Teams by reviewing and analyzing RFP's for potential risks & develop contract proposals pursuant to RFP requirements. Negotiate contract terms with internal and external business partners. Provide routine contracts administration & work with all stakeholders to ensure compliance. Prepare contract briefs and revisions summarizing contractual requirements and budgets. Maintain a digital system of contracts, records, and other documentation. Investigate and resolve contract issues. Investigate and prepare a coordinated response to FOIA requests. Issue and execute TA's/NDA's where Titan Technologies is a subcontractor. Review and coordinate the approval of miscellaneous agreements i.e. MOU's, Reseller Agreements, Partner Agreements etc. Prepare and coordinate contract letters and other communications and notices. Monitor quarterly reporting requirements - SCA, GSA and other contractual reporting requirements. SUBCONTRACT/CONSULTANT AGREEMENTS Issue and execute TA's/NDA's where Titan is the prime. Issue RFP's to potential subcontractors. Issue a subcontract for review, negotiation, and signature with subcontractors. Routine subcontract administration to ensure compliance with state, local or federal statutes as well as subcontract terms and conditions. PURCHASING Procure product, hardware, annual subscriptions etc. as needed. Ensure on time delivery per individual Purchase Orders. REQUIRED COMPETENCIES: Reputation for commitment to integrity and professionalism and the ability to maintain confidentiality of highly sensitive company/employee information. Superior interpersonal skills and the ability to relate to customers, employees and management at all levels. Excellent written and verbal communications skills and strong time management skills. Ability to communicate, collaborate and work in a professional manner with individuals throughout all levels of the organization. REQUIRED SKILLS: Bachelor's degree in business or related field plus a minimum of 15 years of experience with contract administration, negotiations, and proposal preparation. Experience with Deltek Costpoint (especially the Procurement Module). Experience with Firm Fixed-Price (FFP) and Fixed Unit Price (FUP) delivery contracts, including contracts for software development life cycle, systems delivery, and other IT services associated with customized software and COTS and GOTS solutions. Experience with all contract types, including FFP, CPFF, T&M, FUP and cost reimbursable, GSA schedules, Government Wide Acquisition Contracts, BPAs, and Rapid Response IDIQs. Experience with OCI terms and mitigation plans. Experience with reviewing terms and conditions and statements of work for areas of risk and risk mitigation in accordance with company policies and procedures. Knowledge of federal government contracting and CPARS. Knowledge of FAR and agency supplements, including the Veterans (VA) Acquisition Regulation (VAAR). DESIRED SKILLS: Experience managing and administering Service Contract Act (SCA) contracts. NCMA Certification in one or more: CPCM, CFCM and/or CPM. Active Top Secret security clearance or ability to obtain a clearance. Experience in establishing agreements with Small Business prime contractors and SBA's Small Business Subcontractor Rule. Knowledge of the systems development life cycle and contracting terms and conditions designed to reasonably bound risk.
