Over the past 65+ years, PIDC has settled over 13,500 transactions with a diverse range of clients - including nearly $21 billion of financing and 3,400+ acres of land sales - which have leveraged tens of billions of dollars in total investment and assisted in retaining and creating hundreds of thousands of jobs in Philadelphia.
Since acquiring the 1,200-acre former Philadelphia Naval Shipyard in 2000, PIDC has managed its transformation into a thriving mixed-use campus on the Delaware River. POSITION RESPONSIBILITIES:
PIDC seeks a highly motivated, experienced, versatile, and detail-oriented professional to lead a dynamic portfolio of strategic and operational initiatives supporting the ongoing transformation of the Navy Yard into Philadelphia's next great neighborhood. This position will play a key role in supporting Navy Yard businesses, workers, visitors, and future residents, while helping to shape its long-term development. The role reports directly to PIDC's Executive Vice President, Navy Yard. Specific responsibilities include, but are not limited to:
Strategic Initiatives
Collaborate with the Executive Vice President, Navy Yard to identify, prioritize, and advance key strategic initiatives for a successful business campus with $2.6B of current investment and $6B of additional investment and development underway, including:
- Transportation and transit improvements
- Parking
- Workforce development
- Amenities and programming
- Resilience planning
- Long-term campus management plan
- Public art
- Comprehensive dashboard and reporting
- Develop and execute comprehensive strategies, including clear timelines, milestones, funding plans, and stakeholder engagement.
- Cultivate and maintain partnerships across public, private, and philanthropic sectors to advance key initiatives.
- Launch and manage innovative pilot programs to test and refine approaches.
- Regularly track, evaluate, and report on progress and outcomes of initiatives.
Operational Initiatives
- Lead high-impact operational projects aimed at enhancing the Navy Yard experience for 150 current businesses, 16,500 workers, thousands of annual visitors, and future residents (e.g., traffic management, parking strategies, residential integration).
- Coordinate closely with the internal team, contract partners, and external stakeholders to drive execution.
- Monitor key performance indicators and provide regular progress updates.
- Introduce and manage pilot efforts to test scalable operational improvements.
General Responsibilities
- Support and manage other strategic and operational priorities as assigned.
QUALIFICATIONS AND EXPERIENCE:
- Minimum 10 years of experience in strategic and operational planning and execution.
- Transportation and transit planning experience is a plus.
- Bachelor's degree from an accredited four-year college or university with relevant coursework.
- Experience in strategic planning, operations, project management, and program management.
- Familiarity with local, state, and federal agencies and transportation planning organizations.
- Strong organizational, project/program management, and reporting skills.
- Excellent judgment, analytical capacity, and creative problem-solving abilities.
- Commitment to collaboration and ability to excel in a fast-paced, dynamic environment with a small, entrepreneurial team.
- Demonstrated ability to build and maintain public and private partnerships.
- Commitment to, and enthusiasm for, PIDC's mission to attract investment, jobs, and development to improve the quality of life in Philadelphia.
- Strong experience and capabilities with Microsoft Office Suite, GIS, and Adobe.
- A valid driver's license.
- City of Philadelphia resident or a commitment to relocate within 6 months.
