Vice Chancellor Fiscal Affairs - District Office
FUNCTION: As a member of the Strategic Leadership Team, the Vice Chancellor of Fiscal Affairs is responsible for developing and recommending short and long-term goals for financial planning, budgeting, accounting, and reporting for the San Jacinto College District. The position oversees finance, accounting, treasury, budgeting, internal audit, purchasing, facilities services, new construction, safety, risk management, auxiliary operations, grants management, emergency management, police services, and elections. The Vice Chancellor, Fiscal Affairs, VCFA, will serve as the college's Chief Financial Officer and make data-informed decisions that are ethically and strategically sound for both short and long-term initiatives. Confirming the District's fiduciary responsibility to taxpayers, the Vice Chancellor will fund enrollment growth, educational programs, and facilities that meet Board expectations, support student success, and encourage fiscal accountability throughout the organization.
Essential Job Functions: - Develops and recommends short- and long-term fiscal planning for the college. Serves as the Chief Financial Officer and Investment Officer for San Jacinto College.
- Develops and establishes operational policies and procedures and ensures implementation of appropriate financial systems.
- Works closely with, informs, and consults with the Chancellor and other Strategic Leadership Team executive members.
- Provides leadership for overall District strategic planning for finance and administration. Leads, through direct reports, the activities of accounting, property taxes, budget development, property management, investments, auditing, facilities planning, bond project management, purchasing, grants management, safety, risk management, auxiliary operations, elections, emergency management, and police services.
- Serves on the Board of Trustees Finance and Building committees. Attends Board of Trustees regular meetings, special meetings, retreats, workshops and prepares and submits agenda items for areas related under the VCFA's direction.
- Serves as a key resource to the Chancellor and the Strategic Leadership Team in developing annual priorities and recommending resource allocations for the Board of Trustees Strategic Plan.
- Oversees and plans the Capital Financing program through the College financial advisors, bond counsel, rating agencies, and investment bankers.
- Consults and makes investment decisions for the various College investment portfolios.
- Serves as Vice President Student Success on the San Jacinto Foundation Board.

Required Education: - Bachelor's degree from a regionally accredited institution in accounting, business, management, or a related field.
Preferred Education: - Master's degree in accounting, business, or finance.
Required Experience: - 15-20 years senior or executive level experience in a financial administrative position.
Preferred Experience: - 3-5 years of experience in a state-funded organization (preferably higher education).
Preferred Licenses/Certifications: - An active license as a Certified Public Accountant (CPA) is preferred.

Salary Grade: 212
