Our Adult Services Division (ASD) has a Term Limited Temporary (TLT) / Special Duty Assignment (SDA) vacancy for a Veterans, Seniors and Human Services Levy (VSHSL) Community Liaison (Project/Program Manager II). This position is expected to endin 12 months, but can be ended early or extended based on operational needs.

WORK SCHEDULE/CONDITIONS: This Project/Program Manager II position is scheduled to work 40 hours per week, Monday -Friday, 8am- 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by PROTEC17.
MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. REMOTE AND ONSITE WORK DETAILS: Employees in this role work remotely from a home location, with onsite reporting requirements (approximately 1 day per week) plus meetings in the King County community. The frequency of onsite work is determined by business needs and may be adjusted accordingly.

REMOTE WORK LOCATION REQUIREMENT: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.

Job Duties
  • Capture high-quality photographs and video footage to document programs, events, and initiatives; edit visual content for use across print and digital platforms; and ensure all media aligns with branding, accessibility, and messaging standards;
  • Develop content to effectively communicate with community partners and the public through electronic newsletters, the department blog, and other digital platforms;
  • Summarize and analyze feedback gathered through the community engagement activities;
  • Ensure that the Division plans, and resources meaningfully incorporates community partnership activities and community accountability principles in all aspects and all phases of the Division's services, programs and policies for veterans, seniors and resilient communities;
  • Prepare and implement the Veterans, Seniors and Human Services Levy Summit, a three-day event for VSHSL community partners to network and connect through panel discussions and trainings;
  • Ensure that the division authentically shows up to community partnership activities including assessing accessibility needs and removing barriers to public participation;
  • Provide support for digital media activities to build and sustain division capacity to effectively communicate with community partners and the public through electronic newsletters, the department blog, and other digital platforms;
  • Ensure that community partnership efforts live up to King County's commitment to equity and social justice;
  • Contribute to the creation of high profile written documents, and/or other materials for broad internal and external distribution, including documents prepared for the King County Executive, King County Council, other elected officials, and a wide array of public audiences;
  • Provide briefings and presentations to large and small audiences; and
  • Perform activities typical of a project manager:
    • Monitor scope, schedule, and budget of contract or project and report results; produce high-quality and timely project deliverables;
    • Build strong relationships with internal and external collaborators;
    • Facilitate work groups and meetings.
  • Perform other related duties as assigned.
Experience, Qualifications, Knowledge, Skills

  1. Two or more years of experience in a role whose primary responsibility was planning and implementing community engagement or partnership activities;
  2. Experience tracking, managing, documenting, analyzing, and reporting on public feedback from constituents, stakeholders, and jurisdictions for internal decision-makers and elected officials;
  3. Demonstrated experience applying principles of equity and social justice in the design and execution of community engagement or community partnership strategies and events;
  4. Previous experience and skill in giving presentations to large and small audiences of community members and service providers;
  5. Demonstrated ability to develop and maintain collaborative partnerships with stakeholders, community members, and affected populations representing the full racial, ethnic, cultural and geographic diversity of a community/region;
  6. Ability to synthesize complex ideas and communicate them in an understandable way to others;
  7. Knowledge of web and social media tools and analytics (such as Google Analytics, Facebook, Twitter, and Instagram)
  8. Experience creating content for and coordinating the production of communications materials, such as FAQs, key messages, website content, handouts, mailers, posters, presentations, display boards, social media, and multi-media, to explain technical information in public-friendly and accessible ways and invite and welcoming participation;
  9. Valid Washington State Driver's License or a demonstrated ability to travel throughout the county in a timely manner.
Desired:
  1. Two or more years of local government or non-profit experience;
  2. Familiarity with key human services stakeholder organizations and community groups in King County;
  3. Previous experience designing community input processes that resulted in community feedback provided in multiple languages;
  4. Familiarity with the Veterans, Seniors and Human Services Levy;
  5. Existing relationships with King County human services stakeholder groups focused on veterans, seniors, and regional human services
