Kind of Work

Professional, supervisory, administrative, and technical work directing all activities relating to a large S&WB Bureau. Some positions may also function as the second in command to a Utility Services Administrator. Work includes planning, assigning and reviewing the work of lower level managers and may include a staff of professional, technical and clerical employees. Work includes establishing and monitoring management controls for assigned operational area and ensuring compliance with all applicable federal, state and local regulations pertaining to Board operations where applicable; and related work as required.
Minimum Qualifications

(Original Entrance)
  1. Bachelor's Degree in from an accredited college or university.
  2. Six (6) years of responsible professional administrative experience which included the large scale purchasing of supplies, materials and equipment for a large company or centralized governmental purchasing agency. This experience must have been at an exempt (salaried) level and must have included working with laws/policies regarding purchasing. At least two (2) years of this experience must have included supervising a professional or technical staff engaged in the purchasing of supplies, materials and equipment.

(Promotional)
  1. Bachelor's Degree in from an accredited college or university.
  2. Permanent status with the Sewerage and Water Board.
  3. Six (6) years of responsible professional administrative experience which included the large scale purchasing of supplies, materials and equipment for a large company or centralized governmental purchasing agency. This experience must have been at pay grade 77 or higher and must have included working with laws/policies regarding purchasing. At least two (2) years of this experience must have included supervising a professional or technical staff engaged in the purchasing of supplies, materials and equipment.
Experience with construction contracting preferred.

NOTE: Professional experience is experience gained in a position that required a Bachelor's degree upon entrance.

This position requires a one year probationary period.

WORKING TEST PERIOD:Effective August 1, 2023, the working test (probationary) period for all positions in the classified service is one year.

SUBSTANCE ABUSE TESTING: The City of New Orleans has a comprehensive program of substance abuse testing. Candidates for employment for certain positions where the health, welfare and/or safety of the public, co-workers and the individual employee is at risk will have to undergo pre-employment substance abuse screening. Candidates for all other original entrance positions will have to undergo an unannounced substance abuse screening during their working test period. A MEDICAL EXAMINATION is required for all original entrance probationary appointments to ACTIVE classifications, and may be required for re-employment, promotions and/or transfers.

A MEDICAL SCREENING, which may result in a medical examination, is required for all original entrance probationary appointments to non-active classifications.

GOOD MORAL CHARACTER is required of all applicants. Any applicant may be disqualified if his/her character or past employment record is found to be unsatisfactory as determined by the Department of City Civil Service. Forgery, misrepresentation of facts, or cheating on examinations is punishable by disqualification, fine and other penalties.
