Job Description Summary

Performs highly complex (senior-level) business analysis work for the Municipal Water Conservation Department. Work involves providing and enhancing the delivery of water conservation and water loss data, and data services and products. Serves as a liaison between the Municipal Water Conservation Department and the Information Technology Division to coordinate improvements to existing systems, development of new systems and processes to enhance department operations, and collection and delivery of data to stakeholders. Elicits, develops, and documents user requirements. Prioritizes needs, reviews, assesses, and develops business processes. Creates and validates user acceptance testing, and monitoring post-implementation support of systems. May train others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Manager of the Municipal Water Conservation Department.

Essential Job Functions
•  Works closely and amicably across the department's activity areas, to identify and assess programmatic requirements related to dissemination of data and related products.
•  Works with program areas to define goals of business areas and related systems.
•  Devises flow charts and diagrams describing logical operational steps of workflows.
•  Analyzes data-related policies and procedures to determine their effects on both systems and department operations.
•  Gathers, analyzes, and documents user requirements and business needs to automate or improve existing workflows and data systems.
•  Suggests improvements and elicits and documents business needs for new processes and systems.
•  Gathers, organizes, and archives documentation related to the department's data services and products, which includes user requirements, programming version control, and data quality assurance manuals.
•  Works with business areas and project managers to help define project scope.
•  Develops business requirements using a combination of interviews, document analysis, requirements workshops, storyboards, surveys, business process descriptions, use cases, scenarios, business analysis, and/or task and workflow analysis.
•  Writes business requirements according to standard templates in clear and concise language.
•  Identifies opportunities to improve delivery of data and services and prepares proposals to improve existing systems and develop new systems.
•  Proposes solution designs to achieve desired program results, including the identification of potential project risks and difficulties and design of strategies to mitigate or avoid them.
•  Coordinates and facilitates the IT project request life cycle through business requirements coordination, technical specifications, and related artifacts review.
•  Monitors system integration and user acceptance testing prior to implementation.
•  Participates in user acceptance testing and testing of new system functionality.
•  Tests and diagnoses systems to ensure critical requirements are met.
•  Creates business cases for new requests, systems, and processes, including by defining related business objectives, problems, and opportunities.
•  May review complex project proposals and deliverables such as project charters, design documentation, test plans, and risk assessment plans.
•  May provide comments and suggestions to document owners.
•  In coordination with the business area and IT, prepares and defines the goals of systems, devising flow charts and diagrams describing logical operational steps of programs.
•  Manages requirements traceability and tracks requirements status throughout the project.
•  Manages changes to baseline requirements through change control processes.
•  Troubleshoots and solves problems relating to computer systems or programs.
•  Maintains confidential and sensitive information.
•  Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.
•  Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
•  May be required to operate a state or personal vehicle for business purposes.
•  Performs other duties as assigned. Qualifications

Minimum Qualifications
•  Graduation from an accredited four-year college or university with a bachelor's degree in Business Administration, Computer Science, Computer Information Systems, Management Information Systems, or a related field.
•  Five years of relevant work experience providing Business Analysis by eliciting, coordinating, developing, analyzing, and/or implementing business requirements to improve data delivery systems and business processes.
•  Relevant education and experience can be substituted for each other on a year-for-year basis. Preferred Qualifications
•  Advanced degree in Business Administration, Computer Science, Computer Information Systems, Management Information Systems, or a related field.
•  Experience with the natural resources sector, particularly with water resources data and information.
•  General knowledge of data best practices, including understanding of FAIR data principles.
•  Experience with Microsoft SQL Server tools.
•  Experience using data visualization platforms, such as Power BI.
•  Experience with ESRI products, including ArcGIS Online and ArcGIS Pro.
•  Certified Business Analysis Professional (CBAP), Project Management Institute - Professional Business Analyst (PMI-PBA), or Six Sigma certification Knowledge, Skills, and Abilities
•  Knowledge of local, state, and federal laws and regulations relevant to the Municipal Water Conservation Department.
•  Knowledge of the principles and practices of public administration.
•  Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.
•  Knowledge of project management principles and practices.
•  Knowledge of the limitations and capabilities of computer systems.
•  Knowledge of the techniques used in the design of automated computer systems.
•  Knowledge of the software development lifecycle (SDLC) and systems development life cycle concepts.
•  Knowledge of organizational skills.
•  Skills in using Microsoft Office programs such as Word, Excel, and Access.
•  Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
•  Skill in using software applications such as Adobe, SharePoint, Teams, Power BI, Visual Basic, etc.
•  Skills in using SQL and SQL Server Reporting Services and editing SQL queries and stored procedures.
•  Skills in business analysis methodologies.
•  Skills in analyzing and evaluating complex information technology applications, policies, and issues.
