Salary commensurate with experience and qualifications Salary Ranges: Program Specialist III - $4,020.33/monthly $4,869.38/monthly Program Specialist IV - $4,870.00/monthly - $5,369.01/monthly Job Description Summary Performs complex (journey-level) to highly complex (senior-level) consultative services and technical assistance work. Work involves coordinating the State's participation in the federal Drinking Water Infrastructure Needs Survey and Assessment (DWINSA), Drinking Water State Revolving Fund (DWSRF) and overseeing external coordination. Enters, compiles, analyzes, and reports on Texas Water Development Boards (TWDBs) financial assistance and project information maintained within TxWISE, the agency-wide database. Works with cross-divisional, cross-office teams in data gathering and analysis projects. Prepares information for Drinking Water Projects & Benefits (PBR) reporting and enters it into State and Federal database systems developed for that purpose. May train, lead, and/or prioritize the work of others. Works under general to limited supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Manager of the Reporting Department. Essential Job Functions Prepares information for Drinking Water Projects & Benefits Reporting (PBR) and Federal Financial Accountability and Transparency Act (FFATA) reporting and enters the information into state and federal systems developed for that purpose. Assists other Program Administration staff to improve and coordinate reporting related to federal reporting, PBR and/or FFATA and develops and upgrades related documentation. Undertakes quality control procedures and makes quarterly updates to public wastewater facilities data in the TxWISE database. Prepares internal procedural documents and training materials for use by TWDB staff and the staff from other participating state agencies/contractors. Prepares and contributes toward the creation of Annual Reports for the State Revolving Fund programs. Responds to requests for information on an ad hoc basis for the Office of Water Supply and Infrastructure (WSI), Executive level management, the Agencys Board Members, or their respective staff. Manages the agencys participation in the DWINSA from initial preparations through the final review phase by the Environmental Protection Agency (EPA), including the submission of DWINS information. Preparing, and maintaining supporting documentation, and responding to EPAs data modification requests. Collects applicable data and documentation for the future DWINSA. Assigns responsibilities to available and participating staff from the TWDB, Texas Commission on Environmental Quality (TCEQ), and other participating agencies. Manages the submission of information, documentation for review and acceptance by EPA and its contractors. Reviews and responds to data modifications by EPA and its contractors. Researches and evaluates changes in Federal policies and procedures regarding DWINSA. Assists Clean Water State Revolving Fund (CWSRF) counterparts on completing the CWNS, as necessary. Updates and maintains all existing desktop procedures related to the reporting duties included in their performance plan. Initiates, assists, and maintains enhancement projects for the Agencys databases. Works with cross-divisional teams to complete updates/upgrades to the agencys databases. Completes monthly, quarterly, biannual, and annual submission of federal and state reports covering the agencys various financial assistance programs and ensures accuracy of the information provided from delegated staff. Collects, produces, and maintains supporting documentation and maintains standards of source documents. Maintains confidential and sensitive information. Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agencys records retention procedures and schedule. Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses. May be required to operate a state or personal vehicle for business purposes. Performs other duties as assigned. Minimum Qualifications Graduation from an accredited four-year college or university with a bachelor's degree in Public Administration, Planning, Engineering, Business, Finance, or other related fields. Work Experience: Program Specialist III: Three years of relevant work experience with data validation, database management, monitoring financial assistance programs, working in the water industry, and/or working with surveys, grants, government research, medical data entry, or statistics. Program Specialist IV: Four years of relevant work experience with data validation, database management, developing and/or monitoring financial assistance programs, working in the water industry, and/or working with surveys, grants, government research, medical data entry, or statistics. Relevant education and experience can be substituted for each other on a year-for-year basis. Preferred Qualifications More than five years of progressive work experience with data validation and/or database management. Experience with Microsoft Access building queries, tables, relational databases, and reports. Intermediate level of experience or above with Microsoft Excel building tables, using pivot tables, VLOOKUP and manipulating data. Advanced level of experience with Microsoft Word comparing and merging documents, track changes, formatting, creating templates, and formatting tables. Experience with SQL Server Management Studio (SSMS) or another data analysis tool building and modifying relational databases, queries, and tables. Experience with SQL Server Reporting Services (SSRS), Power BI, Tableau, or another data analysis tool building and modifying reports and/or data visualizations. Knowledge, Skills, and Abilities (KSAs) Knowledge of local, state, and federal laws and regulations relevant to the Program Administration & Reporting Division. Knowledge of the principles and practices of public administration. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. Knowledge of state and federal funding programs. Skills in using Microsoft Office programs such as Word, Excel, and Access. Skills in use of internet, email, word processing, spreadsheet, presentation, and database software. Skills in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Ability to lead and prioritize the work of others. Ability to work accurately with numerical details in a fast-paced, high-volume setting. Ability to analyze and interpret financial data. Ability to work effectively in a dependable, organized and productive manner in order to plan and arrange workload to meet scheduled deadlines. Ability to work as a team member and leader in a courteous and effective manner. Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines. Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs. Ability and willingness to travel 10% of the time, primarily within the State of Texas. Ability to operate a vehicle (state or personal) for state business and maintain a drivers license and driving record that complies with state and agency requirements.
