This role is responsible for designing and guiding the transformation of legacy USACE infrastructure and services into secure, scalable, and mission-aligned modern IT solutions. The Transformation Architect will collaborate with USACE OCIO/G-6 program leadership, engineering teams, cybersecurity and service delivery experts, and end users to architect innovative solutions that meet evolving operational demands while balancing technical debt, security, cost, and performance. The ideal candidate possesses a deep understanding of enterprise IT ecosystems, cloud technologies, and digital transformation in large, federated environments and a strong understanding of federal IT regulations, mission-critical system integration, and agile methodologies. Key Responsibilities: Enterprise Modernization Strategy: Develop and maintain a comprehensive architecture strategy that aligns with USACE OCIO/G-6's goals for modernization, cloud transition, and digital service delivery. Legacy System Transition: Evaluate current systems and develop transition plans to modern architectures with minimal disruption to mission-critical operations. Cloud and Hybrid Integration: Architect secure, scalable solutions that integrate native and cloud-based services to support diverse user and mission requirements. Solution Design and Governance: Define architectural standards and ensure compliance with DoD, Army, and USACE guidelines for systems interoperability, security, and performance. Cross-Task Collaboration: Serve as a technical integrator across task areas including cybersecurity, engineering, operations, and service management to ensure cohesive enterprise IT service delivery. Innovation Leadership: Identify emerging technologies and recommend pilot initiatives that align with USACE mission needs and federal IT modernization goals. Stakeholder Engagement: Collaborate with USACE OCIO/G-6 program managers, engineers, and service teams to align transformation initiatives with user needs, and translate technical concepts into actionable business recommendations. Performance Optimization: Lead architectural reviews to improve reliability, availability, and scalability of systems supporting over 40,000 users worldwide. Minimum Requirements: Must have an Active TOP SECRET US Government Clearance. Note: US Citizenship is required to maintain a TOP SECRET Clearance. Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical field Minimum 10 years of experience in enterprise IT architecture, with at least 5 years leading transformation or modernization efforts in large-scale, complex environments Demonstrated experience in designing and implementing hybrid architectures (on-premise and cloud) within federal, DoD, or similarly regulated environments Proven track record in transitioning legacy systems to modern platforms with minimal disruption to operations Strong experience with zero-trust architectures, software-defined networking (SDN), and cybersecurity frameworks in a mission-critical environment Expertise in enterprise architecture frameworks (e.g., DoDAF, TOGAF, Zachman) Proficiency with cloud platforms (AWS, Azure, Google Cloud) and tools such as ServiceNow, virtualization platforms, container orchestration (e.g., Kubernetes), and DevSecOps pipelines Strong experience planning and implementing agile methodologies across engineering and service teams within complex technical environments Experience evaluating emerging technologies, such as artificial intelligence and machine learning applications, to support mission needs, with appropriate considerations for safe and secure deployment, in line with the NIST AI Risk Management Framework and related federal guidance Experience creating and executing federal technology roadmaps Familiarity with IT service management (ITSM) practices, particularly aligned with ITIL Strong leadership and interpersonal skills with the ability to influence stakeholders across diverse technical and business functions Excellent verbal and written communication skills, including the ability to articulate complex technical strategies to non-technical stakeholders Experience supporting change management and cultural shifts in large organizations Preferred Qualifications: Master's degree in Computer Science, Information Systems, Engineering, or a related technical field Relevant certifications such as TOGAF, ITIL v4, AWS Certified Solutions Architect, and Microsoft Azure Architect Familiarity with DoD, Army, and federal IT compliance standards including FISMA, NIST, RMF, and STIGs Work Environment: This position is performed in a traditional office/home office environment. Compensation and Benefits Hiring salary range is $190k-$198K (Salary to be determined by the education, experience, knowledge, skills, and the abilities of the applicant internal equity, and alignment with market data.)
