Duties Plans and coordinates day-to-day terminal operations and traffic management for all cargo (import/export). Performs duties in relation to distribution and traffic management operations, including cargo documentation, booking, accountability, manifests, and customs clearance. Applies knowledge of Defense Transportation Regulations and policies. Represents Military Surface Deployment and Distribution Command (SDDC) in support of regional logistical missions within the Detachment's within Area of Responsibility (AOR). Determines the most effective method for the nationwide movement of retrograde and frustrated cargo, and for local deliveries. Develops Transportation solutions and makes recommendations, corrects deficiencies if problems arise. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time. This position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding. If appointed as a Contract Officer Representative (COR), employee is required to complete on-line courses which can be obtained through the Federal Acquisition Institute and the Defense Acquisition University. This position has been designated as "Key" and shall not be vacated, must be exempted from recall to active duty. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
