Job Title: Oracle/APEX Developer Clearance: Top Secret Location: Washington, DC Employment Type: Full-Time Job Summary: We are seeking an experienced Oracle/APEX Developer with a Top Secret clearance to provide ongoing development, testing, and support for critical budget and procurement integration enhancement activities. The ideal candidate will possess a strong background in Oracle Application Express (APEX), Oracle DDL syntax, PL/SQL, and Agile development methodologies. You will work directly with the Government staff to ensure the successful execution of Zero-Based Resource Allocation (ZBRA) and Budget Administration Services Ensemble (BASE) initiatives, supporting the Customer's financial management objectives. Key Responsibilities: Develop and test Zero-Based Resource Allocation (ZBRA) and Budget Administration Services Ensemble (BASE) to enhance budget and procurement integration as prioritized by the Government staff. Provide support for annual budget loads, change requests (CRs), and other special budget operations in coordination with the FFD and UFMS teams. Troubleshoot and resolve issues reported by Government staff, ensuring timely and effective solutions to identified problems. Design, build, and maintain the overall ZBRA/BASE architecture, including backend databases and data structures to support application functionality. Design and develop the core functions/procedures required for the application, ensuring high standards of code quality and functionality. Build data-driven, interactive web-based applications using Oracle APEX for end-users. Conduct development-level testing and collaborate in demonstrations and training activities for the ZBRA/BASE deliverables, as prioritized by Government staff. Monitor and administer the production database, address error messages, and resolve "bugs" or other issues in a timely manner. Architect and develop prototype applications as proofs-of-concept or to demonstrate enhanced features and functionality. Work closely with The Customer's Budget Section SMEs to identify opportunities for improving the functionality of ZBRA/BASE and develop plans, system policies, and procedures to better meet the financial management needs of the Director, stakeholders, and the Chief Financial Officer (CFO). Required Skills & Qualifications: 5+ years of Oracle Application Express (APEX) development experience (version 5.1 or higher). Strong proficiency in Oracle DDL syntax and PL/SQL. Proven experience working in an Agile development environment. In-depth knowledge of budgeting, procurement integration, and financial management systems. Demonstrated experience in building and maintaining complex databases and data structures in Oracle. Ability to design and build interactive web-based applications using Oracle APEX. Experience troubleshooting and resolving database issues, errors, and performance bottlenecks. Strong communication skills and ability to collaborate with cross-functional teams and stakeholders. Ability to effectively design and conduct testing, demonstrations, and training for end-users. Additional Requirements: Active Top Secret clearance is required. Ability to work in a highly dynamic and fast-paced environment with minimal supervision. Ability to provide documentation and technical support for all development efforts. Preferred Skills: Experience working within federal agencies or similar governmental environments, especially with budgeting or financial management systems. Familiarity with the customer's financial management systems or similar systems. Education: Bachelor's degree in Computer Science, Information Systems, or related field (or equivalent experience).
