BRIEF POSITION SUMMARY
Performs advanced (senior- level) natural resources work. Plans, assigns, and supervises the work of others. Oversees the management and protection of natural resources, including: flora, fauna, soil and water on Texas Army National Guard property. Plans, assigns, and/or supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
WORK HOURS: Monday - Friday, 8 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
• Oversees or performs technical data collection, research, analysis, evaluations, inspections, or surveys; and evaluates impacts on training land for the TX Army National Guard.
• Plans, assigns, and/or supervises the work of others.
• Oversees and performs all standard activities of a natural resource program, and develops methods for improved sustainability and technical techniques.
• Oversees the processing and review of applications for 404 water permits.
• Manages contracts for inspections, surveys, assessments, and studies; evaluates results with regard to impacts to natural resources;
• Conducts public and military briefings, public contact, extensive writing, researching, and editing;
• Develops, maintains and evaluates natural resource standing operating procedures;
• Analyzes complex GIS and survey data to develop land management reports and technical summaries.
• Evaluates environmental, ecological, meteorological, or pollution-control assessments;
• Plans, prepares and manages the personnel staffing and fiscal requirements of the program;
• Proposes, reviews, approves, and manages interagency and external contracts;
• Develops and evaluates subordinate performance;
• Oversees the prescribed fire program, hunting and fishing program for TX Military Department;
• Produces and/or updates the agency's Integrated Natural Resource Management Plans;
• Prepares natural resource scopes of work, cost estimates and management plans;
• May be required to perform duty in support of national emergencies, disasters, and other requests to include holidays, evenings, and weekends.
• Attends work regularly and observes approved work hours in accordance with agency state employee policies and procedures handbook.
• Performs related work as assigned. Qualifications:
MINIMUM QUALIFICATIONS
EDUCATION:
• Graduation from an accredited four-year college or university with major coursework in Natural Resources, conservation biology, wildlife conservation, environmental science or related subjects is required. PREFERRED EDUCATION:
• Masters degree or higher from an accredited four-year college or university with major coursework in natural resources, environmental science or a related field is preferred. (See substitution) EXPERIENCE:
• Five (5) years of project management experience in the fields of natural resources, botany, and environmental science-conservation work is required.
• Experience with Microsoft Office applications, including Word, Outlook, and Excel is required. SUBSTITUTION:
• Additional 5 years full-time project management experience in the fields of natural resources, botany, and environmental science-conservation may be substituted for the preferred education. REGISTRATION, CERTIFICATION OR LICENSURE:
• Valid driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business. OTHER REQUIREMENTS:
• Must be able to obtain a federal Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting.
• The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

Knowledge of:
• applicable local, state, and federal ordinances and laws pertaining to natural resources;
• environmental or sustainable ecosystem;
• chemical and biological analysis techniques and procedures;
• botany, ecology, taxonomy, and hydrology; and
• wildland fire, forestry, climate change, erosion controls, and NEPA processes. Skill in:
• operation of environmental survey and land mapping equipment;
• operation and maintenance of laboratory and environmental equipment;
• the use of a MS 365 suite and applicable GIS software; and
• developing natural resource short/long range objectives and strategies. Ability to:
• conduct environmental inspections, surveys, investigative research, and studies;
• oversee and/or supervise the work of others;
• lead and teach subordinates;
• analyze environmental samples and survey data;
• prepare complex and concise reports within a required timeline;
• effectively communicate information to supervisors, co-workers, and subordinates; in person, by telephone, in written form, or e-mail;
• establish and maintain business relationships with external and internal agencies;
• guide, direct, and motivate subordinates toward mission goals in a quality and timely manner;
• manage funding reconciliations and create cost estimates for natural resource projects;
• provide presentations to small and large audiences;
• multi-task and work in a team environment;
