Position Summary
DESCRIPTION:
The Title IX Investigator is responsible for coordinating and conducting investigations of sexual harassment, sexual assault, stalking, and intimate partner violence, and creating a report per incident. The Investigator may also be called upon to investigate reports of other forms of misconduct in collaboration with other departments including but not limited to: reports of discrimination, harassment, and bias or hate related incidents involving other protected classes. The Investigator works collaboratively as a team member to successfully address incidents using contemporary investigative techniques. The Investigator will perform tasks under the umbrella of civil rights compliance (e.g. Title IX, VAWA, Clery Act), including record keeping, training and outreach to the College community, assisting with preparing and compiling mandatory reports for external reporting bodies, and other duties as assigned. The Investigator will frequently be called on to collaborate with Campus Safety, Human Resources, Student Affairs, local law enforcement, and other on- and off-campus partners.
OUTCOMES:
Successful implementation of investigative procedures and documentation to support the work of the Title IX office, Campus Safety, and the College. Utilization of investigative processes that are respectful, legally compliant, equitable, and timely.
Essential Functions
Serve as the College's primary Title IX Investigator for student-related cases alleging sexual assault, sexual misconduct, sexual harassment, relationship or dating violence, and stalking. May also occasionally be asked to investigate cases of sexual harassment, relationship violence, or other sexual misconduct between employees. (85%)
- Personally conducts Title IX guided investigations under the general direction of the Title IX Coordinator and the Director of Campus Safety.
- Documents all case-related interactions and interviews with claimants, respondents, and witnesses. Writes and submits timely and accurate reports of all interviews.
- Using contemporary investigative techniques and strategies, gathers all pertinent case evidence, and submits them according to standard report writing and evidence collection methods.
- Assists in accurately classifying and recording offenses in order to maintain State, Federal, Title IX, and Clery records.
- Use Maxient system to record and track case details, investigatory process, reports, and related communications.
- At times will review and correct incident reports for accuracy, as needed.
- Supplement criminal case reports as needed to ensure a thorough response to reports and complaints.
- May assist in the preparation and dissemination of the College's Daily Crime Log and Timely Warnings or Emergency Notices.
Acquires knowledge and training to stay abreast of developments and/or changes in Title IX, Clery, VAWA, and other related legislation on an ongoing basis.
(3%)- Completes approved Title IX Investigator training course.
- Attends/completes subsequent annual Title IX Investigator training.
- Attends on-campus meetings related to Title IX and Clery as scheduled.
- Completes periodic Mandated Reporter training as required by Act 126, as well as other College-required training.
- Participates in relevant training webinars as time and budget allows.
Works collaboratively to identify and address any systematic problems or issues.
(3%)- Collaborates with the Campus Safety Director and Title IX Coordinator to identify and address needed changes to Title IX policies and/or processes.
- Occasionally assists the Title IX Coordinator in reviewing and revising written materials used in Title IX processes, to help ensure efficiency, accuracy, and compliance.
Assists with crime prevention, Title IX training and outreach, and other duties as assigned.
(8%)In collaboration with the Title Coordinator, will make PA Childline reports when required, in accordance with the PA State Child Protective Services Law and Act 126. This will include completion and submission of a written CY-47 within 48 hrs. of any such report made.
(1%)Experience and Education Required
Bachelor's degree required. Two years of knowledge, experience, and training in handling issues related to gender-based violence and/or discrimination.Two years of professional experience in the area of investigations, including Title IX and/or other civil rights, student conduct, law enforcement, workplace harassment, or another related field preferred.Working knowledge of applicable federal laws and regulations including Title IX, Title VII, Violence Against Women Reauthorization Act, and the Clery Act preferred.2-3 years' direct Title IX compliance and investigatory experience preferred.2-3 years' experience in secondary or higher education preferred.Required Skills and Qualifications
