Why does the job exist?
Title research and collections on delinquent accounts in 33 counties to be set for sale at public auction in compliance with statutory requirements. To help taxpayers, State officials, County Officials, individuals that are in state and out of state regarding the status and collection of delinquent property taxes on real property. Assist Taxation and Revenue Legal Division with court actions. Assist with mentoring staff and new employees. To review delinquent files. To process from creation to completion of an auction where deeds issued to paying out excess money proceeds from auctions.
How does it get done?
Research and Collections: Complete an initial review of the delinquent accounts for each assigned county to determine the status of delinquency. To provide assistance to delinquent taxpayers and former owners that were contacted by the Bureau via letter, telephone call, situs visit in order to make aware of delinquency or excess monies. Process IPRA (requests for documents subject to the Inspection of public Records Act).
Sale Preparation: Input and upload all data gathered through the initial collection and research cycle for accounts that are scheduled for sale at public auction. Preparation of all pre-sale documentation required to create a public auction sale of real property in accordance with State statutes.
Conduct Public Auction sale results: Register interested bidders prior to the beginning the public auction sales, actual auctioning of the subject properties, accepting payment, receipting, Technical Assistance: Research complex titles in the tax deed records for taxpayers, attorneys, title companies and other state agencies. To provide assistance to Taxation and Revenue Legal Division, taxpayers, and other state agencies and counties. and depositing of the funds collected via the auction and preparation and distribution of all final reports.
Who are the customers?
Taxpayers, County Treasurers, County Assessors and all statewide entities dependent on revenue from property taxes.
Ideal Candidate
The ideal candidate will have:
Associate's Degree in English or Mathematics.
(4) years work experience in title searching and/or abstracting.
High familiarity of statutory requirements.
Delinquent Property tax Bureau procedures.
Delinquent Property Tax Bureau case management system.
Extensive title research.
Knowledge of process and techniques used in a general office setting.
Minimum Qualification
High School diploma or equivalent and two (2) years of work experience in office administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.
Working Conditions
THE WORK WILL REQUIRE EXTENSIVE TRAVEL WITH POSSIBE OVERNIGHT STAY REQUIRED THROUGHOUT THE STATE. ALL WORK PERFORMED MUST BE COMPLETED AT EACH COUNTY OFFICE AND TRAVEL IN THIS POSITION IS APPROXIMATELY 90% OF THE TIME. Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and telephone usage. Some sitting, standing, bending, and reaching may be required. Some work is performed outdoors when field inspecting subject properties.
