Northrop Grumman Aeronautics Systems sector has an opening for a Test Engineering Manager 3 - Dev Program Lead to join our team of qualified, diverse individuals. This leadership role is located in San Diego, CA. The Triton System Integration, Test and Evaluation (SIT&E) organization seeks an experienced engineering manager to fill the Test IPT Development Program Lead. The Test Engineering Manager will be responsible for managing the development and execution of integration and test campaigns for the Triton Development Program. This will include working with leading a cross-functional team of engineers in the integration of software increments into our labs, Test Engineers in the development and execution of test plans and procedures in both lab and flight test environments. It will also include being the IPT representative interacting with program managers and customers on cost, schedule, and technical performance for all aspects of the Development Program. The position requires technical knowledge of systems design and development processes, with a foundation in lab system level testing (hardware-in-the-loop) and flight test. The selected candidate must act with speed, guide others in producing quality work, be self-motivated, and have the ability to communicate complex issues and solutions. A successful track record of program performance, interpersonal team building skills, proposal development, and earned value management experience is required. Expectation is that selected candidate will travel upwards of 25% of the time. Additional responsibilities include: Coordinating with support homerooms and providing timely resource forecasts to ensure proper staffing is in place to execute the SOW
Driving process rigor, ensure compliance to meet company, program, and security requirements
Developing and tracking closure plans for issues, risks, and opportunities
Coordinating technical findings with other IPTs and leading troubleshooting and resolution activities
Developing and tracking leading indicator technical metrics to status leadership and detect and prevent issues
Continually seek to improve our integration & test engineering rigor and efficiency
Ensure Change Requests are properly reviewed for Test Engineering cost & schedule impacts
Leading material/labor cost estimates for proposal efforts and overseeing implementation of test asset modifications in the lab and on aircraft and ground segments

Basic Qualifications: Bachelor of Science degree in a STEM discipline AND 9 years of related professional/military experience OR a Master's degree AND 7 years of related professional/military experience.
Minimum 3 years leadership experience managing staff
Understanding of earned value cost account management and experience with material/labor estimating
Must have experience in Lab or Flight integration and Test
Must have an Active DoD Secret clearance with full investigation within the last 6 years
A bility to obtain and maintain a Top Secret/SCI clearance
A bility to obtain and maintain Program Access (PAR) as determined by the company to meet its business needs. Preferred Qualifications: Active In-Scope DoD Top Secret Clearance
Previous experience working directly with customers and suppliers
Systems Engineering background
Professional program / project management certification (e.g., PMP) Salary Range: $155,400.00 - $233,200.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
