Position Title: Agency: West Virginia Department of Health - Office of Nutrition Services (ONS)
Work Schedule: Minimum 24 hours/week (3 workdays), with a preferred 40 hours/week commitment
Overview:
The WIC Administrative Lead serves as the principal assistant and coordinator for the Office of Nutrition Services (ONS) within the West Virginia Department of Health. This role supports four divisions by managing purchasing requests, contract invoicing, and compliance with financial reporting requirements tied to multiple U.S. Department of Agriculture (USDA) funding streams.
Key Responsibilities:
Contract & Procurement Coordination
- Manage purchasing requests, invoicing, and contract processes.
- Ensure compliance with USDA regulations and reporting standards.
- Handle procurement activities including sole source contracts, RFPs, inventory management, and asset disposition.
Grant & Financial Oversight
- Prepare and maintain operational procedures to improve efficiency in purchasing and financial tasks.
- Complete federal grant reports, including obligations, liquidations, and unliquidated obligations.
- Assist the Grants Management Specialist with identifying and resolving funding trends, issues, and problems.
Agency & Vendor Liaison
Serve as the point of contact for other agency offices, vendors, and contractors.
Coordinate administrative needs with:
- USDA
- WV Department of Administration
- WV Bureau for Public Health Central Finance
- WV Office of Shared Administration
Administrative Support
Support ONS administrative activities, including:
- Travel coordination
- Hospitality requests
- USDA approvals for capital expenditures
- Oversight of the ONS P-card, Ghost Account, and other travel accounts
Schedule:
A minimum commitment of 24 hours per week (three workdays) is required.
A full-time schedule of 40 hours per week is preferred.
Minimum Qualifications
Training: Graduation from an accredited college or university. Preference may be given to candidates with a major in the area of public or business administration, accounting, industrial relations, communications or a related field.
Substitution: Additional qualifying experience as described below may be substituted on a year-for-year basis for the required training.
Experience: One year of full-time or equivalent part-time paid employment in a technical or advanced clerical position providing administrative services such as accounting, budgeting, project monitoring and reporting, personnel, or procurement and property. Experience must have been at the Office Assistant 3 or Accounting Technician 3 level or higher.
Substitution: Successful completion of graduate study in an accredited college or university in one of the above fields may be substituted for the required experience on a year-for-year basis.
