Under general supervision of the Administrator I, the incumbent acts as the technical analyst for the multifunctional outgoing mailing systems. Responsible for the integrity and continuous processing activities supporting the department's 20 million pieces of outgoing mail. Central point of contact who responds to mailing systems alerts, provides troubleshooting and solutions for the high to average difficulty for hardware, software and services. Acts as advisor and trainer for operators on equipment operations including the pre and post equipment conditioning. Provides oversight and monitoring for the electronic interface activities between the department's Multi-Line Optical Character Reader (MLOCR) console and the United States Postal Service. Oversees the decision making for the MLOCR sorting schemes utilized to ensure cost effectiveness which directly impacts the department's postage allotment funding. Responsible for understanding and applying the United States Postal rules and regulations as it relates to postage, bundling and address integrity. Acts as the liaison between the onsite vendor, operators, processing technician, business partners and management to ensure equipment processing issues and solutions are promptly and appropriately handled. Assists in procurement activities by developing specifications, testing and implementation of hardware and software. Analyzes equipment reports to determine equipment operating efficiencies and operator performance issue and communicates finding to management. Uses and maintains technical manuals and operating procedures. Provides operational reports as needed.
