The Idaho State Department of Agriculture is currently recruiting for a Technical Records Specialist 2 for the Plants division - Field Services in the Boise office.

Example of Duties
  • Maintain Nursery/Florist License and Apiary Registration systems
  • Serve as the technical support expert in the maintenance of the Nursery/Florist license and Apiary Registration statewide programs.
  • Provide initial customer contact, license/registration support, and interact with the public, industry, and other agencies.
  • Explain in detail the requirements, laws, rules, processes and procedures to office staff and customers applying for nursery license or apiary registration.
  • Determine compliance by reviewing each application for accuracy and completeness.
  • Input license/registration application data and payment information into specialized computer program.
  • Process, print, copy, mail and file final nursery licenses and apiary registration certificates according to records retention policies.
  • Enter inspection data into a specialized computer program.
  • Compile, prepare, print and distribute reports and other related documents
  • Accurately prepare invoice line-items, verify invoice accuracy, print and distribute finalized invoices.
  • Set up new nursery/apiary user accounts and keep customer information up to date.
  • Update, annually, procedural desk manuals, customer reference sheets, renewal memos and license/registration forms. Create online versions for posting to ISDA website, as appropriate.
Nursery Research and Advisory Committee:
  • Coordinate with the Idaho Nursery and Landscape Association to schedule semi-annual meetings.
  • Create, print and distribute agendas to Committee members.
  • Take meeting minutes, type and distribute to Committee members.
  • Process and track research grants and grant applications.
  • Prepare and distribute approval/denial letters for grants.
  • Prepare relative Committee information for posting on ISDA internet website.
  • Prepare documentation and track payments for grants upon receipt of grant approval and final reports
Potato Cyst Nematode Program:
  • Maintain files for PCN Program.
  • Draft letters to the PCN Landowners/Managers for supervisor signature.
  • Prepare grower cooperative agreements, track distribution, and process payments when authorized.
Office Coordination/Administrative Requests
  • Provide coverage of front-line customer service by greeting and directing visitors to appropriate office, staff, or division.
  • Provide coverage operating central multi-line telephone system to receive and route calls; record telephone messages, screen calls, and ask questions to determine customers' needs.
  • Provide backup as needed to Field Inspection/Phytosanitary Export, Feed/Fertilizer/Amendment, and Invasive Species/Noxious Weeds programs.
  • Respond to emails and routine letters, direct inquiries as appropriate.
  • Provide payment information to customers: accept cash payments, open/code mail, generate invoices, and clerk payments in the fiscal program according to Cash Handling and other fiscal policies.
  • Maintain payment receipt log, process refunds, and change forms for administrative signature, as needed for the nursery, apiary, and PCN programs.
  • Generate, proof, and distribute correspondence for Program Specialist, Section Manager or Administrator to be distributed to industry and customers.
  • Process purchasing cards, track invoices and assign appropriate accounting codes.
  • Order/stock office supplies.
  • Fulfill responsibilities of an ISDA employee as outlined in the Department's Risk Management/Safety Policy.
  • Other duties as assigned.
Minimum Qualifications:
  • Monitoring record systems to identify and correct errors-Typically gained by at least one (1) year experience (or more) monitoring records systems, identifying problems and correcting errors.
  • Interpreting, explaining, and applying laws, regulations, and complex policies for multiple or highly specialized programs- Typically gained by at least one (1) year experience which frequently required interpreting and applying a variety of difficult rules, regulations, or policies to determine compliance or eligibility and explaining decisions to others. Decisions are complex and can affect the social or economic well-being of others or will result in a service or action being denied.
  • Analyzing information and researching a variety of sources to identify and resolve problems or issues-Typically gained by at least one (1) year of experience performing extensive research and analysis of highly complex or technical material requiring in-depth program knowledge to determine if requirements were met and if they complied with established laws and/or policies. Research must have included contacting a variety of sources both inside and outside the organization to collect, obtain, and verify information and determine the appropriate course of action
  • Dealing with individuals from varying cultural and socio-economic backgrounds in stressful situations- Typically gained by at least one (1) year of experience dealing with individuals from varying cultural and socioeconomic backgrounds in stressful situations which dealt with personal, sensitive, or confidential information such as eligibility requirements, health issues, or financial matters.
  • Composing and proofreading business correspondence-Typically gained by at least one (1) year of office experience which required composing and proofreading a variety of business documents on a regular basis; OR, I have successfully completed at least 1 college-level English composition or business English class AND I have 6 months of experience composing business documents.

  • Microsoft Word - ability to operate word processing software (such as Microsoft Word) and equipment at the rate of 40 wpm or more and produce merged documents, specialized tables, reports (columns), correspondence, forms (creating and using templates), and graphics.
  • Experience Using Spreadsheet Software - at least one year of experience using spreadsheet software to create and modify electronic worksheets and design and print graphs.
