Job Description ECS is seeking a Technical Project Manager to work in our Washington, DC office . Please Note: This position is contingent upon contract award . ECS is seeking an experienced Technical Project Manager to lead and manage technical projects within the National Background Investigation Services (NBIS) program. This critical role will oversee the planning, execution, and delivery of complex IT projects supporting NBIS, a key system for conducting and managing background investigations for federal personnel security clearances. The Technical Project Manager will collaborate with cross-functional teams, government stakeholders, and contractors to ensure project success while adhering to DoD policies and national security objectives. Responsibilities Project Management: Lead the planning, execution, and delivery of technical projects within the NBIS program, ensuring alignment with scope, schedule, budget, and quality requirements. Stakeholder Engagement: Serve as the primary point of contact for NBIS project stakeholders, including DoD leadership, technical teams, and external vendors, to define requirements, manage expectations, and resolve issues. Resource Coordination: Allocate and manage resources, including personnel, budget, and technology, to ensure efficient project execution and alignment with NBIS objectives. Risk Management: Identify, assess, and mitigate project risks, developing contingency plans to address potential challenges and ensure project continuity. System Integration: Oversee the development, testing, and deployment of NBIS components, ensuring seamless integration with systems like the Defense Information System for Security (DISS) and compliance with DoD IT standards. Documentation and Reporting: Develop and maintain comprehensive project documentation, including project plans, schedules, status reports, and risk registers, using tools such as Microsoft Project, Jira, or SharePoint. Compliance Oversight: Ensure all project activities comply with federal regulations, DoD security policies, and standards such as FISMA, NIST 800-53, and RMF (Risk Management Framework). Team Leadership: Mentor and guide junior team members, fostering a collaborative environment to achieve project milestones and deliverables. Process Improvement: Identify opportunities to streamline project management processes, incorporating industry best practices and lessons learned to enhance NBIS program outcomes. Salary Range: $120,000 - $130,000 Required Skills Education: Bachelor's degree in a relevant field such as Computer Science, Information Technology, Engineering, Business Administration, or a related discipline. A master's degree or relevant certifications may be preferred. Experience: 5-7+ years (3-5 w/MS) of experience in technical project management, with a focus on IT systems, software development, or government programs. Prior experience with DoD or federal IT projects is highly desirable. Skills: Advanced knowledge of project management methodologies (e.g., Agile, Scrum, Waterfall, or PMP principles). Proficiency in project management tools such as Microsoft Project, Jira, Trello, or equivalent. Strong understanding of IT systems, software development lifecycles, and cloud-based technologies. Excellent communication and interpersonal skills to engage with technical and non-technical stakeholders. Proven ability to manage multiple projects simultaneously in a fast-paced, high-stakes environment. Expertise in risk management, resource allocation, and stakeholder management. Clearance: Must have an active or interim Secret security clearance. Citizenship: U.S. citizenship is required, per DoD regulations Desired Skills Experience with DoD systems, NBIS, or background investigation processes. Familiarity with federal cybersecurity standards (e.g., NIST 800-53, FISMA, RMF). Proficiency in managing cloud-based or enterprise-level IT projects. Strong analytical and problem-solving skills to address complex technical challenges. Ability to lead cross-functional teams and manage vendor relationships effectively.
