Posting Summary
Rutgers, The State University of New Jersey, is seeking a Technical Project Manager and Analyst to support system and technical projects within University Finance and Administration (UFA). Reporting to the Director of Systems, Operations, and Support, this role plays a crucial part in managing technical projects, leading business and technical analysis, defining technical requirements, designing technical solutions, and driving project implementation and execution. This position supports all departments within University Procurement Services as well as manages internal Systems, Operations, and Support projects. Additionally, the role will conduct research on technology and strategy, including AI, to enhance various functional areas within UFA operations.

Among the key duties of this position are the following:
  • Manages technical project planning, implementation and execution, ensuring alignment with organizational goals.
  • Leads business analysis efforts, define technology requirements, and develop business and technical documentation.
  • Designs and architects technical solutions to enhance business processes and support strategic initiatives.
  • Performs data analysis to identify improvement opportunities and support data-driven decision for solution selection.
  • Collaborates on system enhancements and process improvement initiatives.
  • Participates in internal website design and development efforts.
  • Researches emerging technologies, including AI applications, to drive operational efficiency and innovation.
  • Analyzes industry best practices and tools to enhance project management and technical solution architecture.

Qualifications
Minimum Education and Experience
  • Bachelor's degree in a related field, preferably in finance operations, information technology or an equivalent combination of education and/or working experience.
  • Two (2) years of experience in project management for technical projects, system and data analysis, business requirement gathering, and technology design with excellent documentation and communication skills.
Certifications/Licenses

Required Knowledge, Skills, and Abilities
  • Strong knowledge in developing project management life cycle and technical development life cycle using industry methodology such as Agile, SDLC.
  • Ability to perform data analysis to discover process improvement opportunities.
Preferred Qualifications
  • Experience in a higher-ed environment with systems, operations and support experience.
  • Project management methodologies for technical solution implementation.
  • Data Analytics skill to analyze problems, gaps and improvement opportunities.
  • Experience in developing project plans and executing the plan to develop technical solution to the business.
  • Experience working in a team environment.
  • Strong organizational, planning, and analytical skills with strong attention to detail.
  • Excellent written, verbal, and interpersonal communication skills.
