POSITION SUMMARY Overallduties involve providing program and project management, planning and execution support to a division that develops and delivers advanced tools and services for support of target analysis and characterization. Duties include assisting in response to taskings from higher echelon offices, development and staffing of correspondence, support of staff meetings, preparation for program reviews and offsite meetings and tracking of division schedules. The successful candidate will demonstrate DoD project management, acquisition and general staff work expertise in the research and development environment. ESSENTIAL FUNCTIONS Program and project planning
General support of program cost, schedule and performance management
Risk analysis and management
Support of program and project reviews
Tracking and staffing of higher echelon taskers received by the division
Drafting and staffing of division correspondence
Support for staff meetings, program reviews and offsite meetings
Assistance to Contracting Officer's Representative (COR)
Development of acquisition strategies and contracting plans
Support of requirements definition and decomposition
Support of market research
Development of Performance Work Statements, Statements of Work, Requests for Proposals, Contract Line-Item Number structures, and other solicitation documentation
Assistance in development of Independent Government Cost Estimates
Source Selection advisory support
Contract management and modifications support
Assistance in development of Interagency Support Agreements, Assisted Acquisitions and Economy Act actions
MINIMUM QUALIFICATIONS Bachelor's degree in Business, Science, Technical, Engineering or Social Science discipline
At least seven years (7) of DoD Program Management or Acquisition Experience
Experience in DoD Research and Development
Experience in application of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) procedures
Experience with Interagency Assisted Acquisitions (IAA's)
Experience in Market Research techniques
Experience in development of Independent Government Cost Estimates (IGCE's)
Active/current Top Secret/SCI clearance.
PREFERRED QUALIFICATIONS Graduate degree in a Social Science, Intelligence, National Security, Acquisition or Business discipline
Experience in Research and Development program management
Experience working in DTRA
Defense Acquisition Workforce Improvement Act (DAWIA) certification
Defense Acquisition University (DAU) training
Experience as a Contracting Officer's Representative
Experience in DoD targeting, intelligence analysis or weapons applications
Experience in Counter-Weapons of Mass Destruction technical areas
Previous experience as USAF officer in AFSC 63A or as US Army in FA51.
