Technical Program Manager with Security Clearance

Saliense is hiring a Program Manager in support of our team.
Responsibilities:
The Program Manager (PM) serves as the primary point of contact for work performed under the contract, responsible for overseeing and managing various projects related to application development, network operations, cybersecurity, and customer engagement.
The PM plans, directs, and coordinates cross-functional team activities to manage and implement project and/or interrelated programs from initiation to the operational stage.
Provides services to management personnel to review and evaluate current program operations, assists in developing leadership systems to improve processes, develops and carries out strategic planning activities, and assists in developing goals, processes, and procedures.
Establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and delegates responsibilities to subordinates and oversees the successful completion of all assigned tasks.
Determines, monitors, and reviews all project/program economics to include costs, operational budgets, staffing requirements, resources, and risks. Establish appropriate metrics for measuring key program criteria.
Maintains awareness of emerging project/program management techniques.
Ensures program decisions are based on a systematic, integrated approach regarding cost, technical, risk, schedule factors. Responsible for coordinating the creation of the integrated master schedule which will identify all projects, priorities and resources.
Serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems. Responsible for coordinating and monitoring subcontractor activities.
Works closely with stakeholders and task leads to ensure services are delivered in a timely, quality manner in accordance with established service level agreements. Responsible for overseeing the budget, submitting monthly reports and invoices, and providing quality control of technical deliverables, managing staff, delegating internal work assignments, and coordinates financial, contractual, technical, and administrative issues with the Program Manager, Contracting Officer's Representative (COR), and Contracting Officer (CO) as required.
The program manager role includes leadership, mentorship, quality assurance, project scheduling and tracking, and decision-oriented recommendations on support areas identified in the SOW. Minimum Requirements:
15+ years of professional experience overall project management experience of which ten (10) must be supervisory.
Six (6) of the fifteen (15) years must be in progressive broad-based information systems and business experience, such as experience in any of the following: Software Engineering including development and quality testing of applications. Network Operations including network design, network management or network security. Information Assurance including Disaster Recovery/Continuity of Operations (DR/COOP).
Hands on experience managing and ensuring the successful completion of projects, coordinating priorities and resources for projects and tasks in Azure board or similar tools.
Direct experience coordinating and monitoring subcontractor activities.
Active Secret clearance
Active PMP certification or equivalent.
Active IAM Level I Certification
Must have BS degree from an accredited institution in Computer Science or IT-related fields, Business Administration/Management, or Technology Management
Ability to be onsite in Arlington, VA 5 days a week.
