Position Description:
  • The Technical Lead will develop reference models of the enterprise and maintain the information in the IT repository, determine the gaps between the current and the target architecture and develop plans for transitioning to target architecture, define the policies and principles to guide technology decisions for the enterprise architecture, identify opportunities to improve enterprise-level systems to support business processes and utilize emerging technologies, promote and educate customers and stakeholders on the use and value of the enterprise architecture, provide enterprise architecture guidance, support and coordination to customers and IT project teams, document the enterprise architecture infrastructure, including the business units and key processes, using modeling techniques, ensure technical integration is achieved across the enterprise by participating in test planning, validation and reviews, evaluate the impact of enterprise architecture products and services on IT investments, business operations, stakeholder satisfaction and other outcomes, coordinate and conduct governance and portfolio management activities associated with ensuring compliance with the enterprise architecture, and ensure the rigorous application of information security/information assurance policies, principles and practices to all components of the enterprise architecture.
Skills Required:
  • The Technical Lead will possess knowledge and experience in organizational mission, IT infrastructure, enterprise architecture principles and reference models, and program management principles sufficient to participate in the development of organizational enterprise architecture goals, objectives, plans and policies, organizational enterprise architecture models, policies and planning formulation process, strategic and IT goals and objectives, and IT program metrics and measurement techniques sufficient to ensure enterprise-level IT specifications align with the organizational business requirements, identify potential improvements to enterprise architecture to meet organizational goals, and establish and implement metrics for evaluating the accomplishments of enterprise architecture goals and objectives, methods and approaches for sharing information through the use of IT assets, project management concepts, methods and practices, enterprise architecture concepts and principles, and multiple IT disciplines sufficient to develop major components of the enterprise architecture plan including strategic drivers, current and target architectures, the sequencing plan, architectural segments and reference models and standards, technical documentation methods, and speak and write effectively and prepare effective reports.
Skills Preferred:
  • Ability to Manage Intune and Endpoint Environments o Competent in assessing and documenting existing procedures.
  • Adept at strategizing modernization of tools and workflows.
  • Skilled in conducting training for IT staff and end-users.
  • Proficient in configuring, deploying, and managing Intune policies and enrolled devices.
  • Knowledgeable in maintaining compliance policies, security baselines, and Conditional Access.
  • Capable of supporting Intune-related issues and managing application deployments.
  • Competency in Mobile Applications Integration o Ability to oversee deployment of Intune-managed mobile devices for key applications (e.g., Cityworks AMS).
  • Effective collaboration with stakeholders to optimize mobile performance.
  • Experience integrating Intune with GIS applications or Cityworks AMS.
  • Understanding of Device Enrollment & Lifecycle Management o Proficient in managing Apple Business Manager (ABM) and Windows Autopilot (or similar platforms widely adopted by public and private agencies).
  • Skilled in automating enrollment workflows and device provisioning.
  • Awareness of business continuity and disaster recovery planning for mobile environments.
  • Skilled in refining lifecycle strategies across iOS, Windows, and Mac platforms.
  • Ability to Collaborate on Mobile Billing & Fiscal Processes o Knowledgeable in uploading and reconciling mobile service bills.
  • Competent in investigating and resolving billing discrepancies.
  • Collaborative in managing service requests and account adjustments across divisions.
  • Proficiency in Monitoring, Reporting & Compliance o Skilled in generating reports on compliance, usage, and device health.
  • Capable of tracking inventory, licenses, renewals, and provisioning data.
  • Adept at auditing for policy compliance and enforcing security standards.
  • Strong User Support & Collaboration Skills o Ability to serve as the primary point of contact for mobile-related support.
  • Competent in managing appointments and service delivery.
  • Skilled in providing hands-on user support and training for mobile devices and apps.
  • Experience developing user documentation and instructional materials.
  • Knowledge of Procurement & Inventory Management o Proficient in creating and tracking equipment purchase orders.
  • Ability to coordinate with vendors for timely processing and delivery.
  • Competent in managing and maintaining accurate asset inventory records.
  • Expertise in Mobile and Endpoint Security o Deep understanding of mobile device security, endpoint protection strategies, and secure configuration.
  • Advanced knowledge of compliance policies and Conditional Access configurations.
  • Technical Proficiency in Automation and Scripting o Skilled in PowerShell scripting to automate administrative tasks and streamline management workflows.
  • Familiarity with IT Infrastructure and Systems o Basic understanding of networking concepts (e.g., IP addressing, VPNs, firewalls).
  • Working knowledge of IT Service Management (ITSM) tools for incident and asset tracking.
Experience Required:
  • This classification must have a minimum of five (5) years of experience aligning IT systems with organizational business processes.
  • At least three (3) years of that experience must have been in a lead capacity.
  • 5+ years of experience administering Microsoft Intune/Endpoint Manager, including implementation of compliance policies, security baselines, and Conditional Access.
  • 3+ years of experience managing Apple Business Manager and Windows Autopilot for automated device enrollment.
  • 3+ years of experience managing full mobile device lifecycle and providing end-user support across iOS, Windows, and macOS.
  • 3+ years of experience scripting with PowerShell (or similar tools) to automate endpoint management tasks.
Education Required:
  • This classification requires the possession of a bachelor's degree in an IT-related or Engineering field.
  • Additional qualifying experience may be substituted for the required education on a year-for-year basis.
Education Preferred:
  • Microsoft Certifications (MD-102, SC-900).
Additional Information:
  • California Resident Candidates Only. Work is expected to be done initially onsite.
  • Interviews in person, may consider virtual, depending on candidate location.
  • Work schedule is M-Thurs 7:15am-6pm (10 hours) at Public Works HQ in Alhambra, CA 91803.
