Title: Technical Business Analyst (Contract)- JobLocation: Providence, RI
Job Description: Our client located in Providence, RI has an immediate opening for a Technical Business Analyst join their team. This position will be responsible for identifying, interpreting and transforming program business needs and policy requirements into documented business processes. Analyst will work with the Program Supplemental Nutrition Assistance Program (SNAP) leads and their designees regularly to provide support, document requirements, and act as a liaison between team and our contractor(s).
Responsibilities - Identify approaches to satisfy business requirements by conducting detailed analysis and technical design of program areas.
- Support implementation of a comprehensive case management solution utilizing current UHIP workflow and utilizing internal software to conduct and document gap analysis, identify evidence needed to support requirements, develop business and functional requirements specifications, assist with designing the business solution, and assist with user acceptance testing.
- Responsible for escalating issues and decisions when appropriate to the IT Systems and Support (ITSS) Manager and DHS Director Of Technology.
- Expected to provide weekly (and as-requested) project updates and reports to the ITSS Senior Manager.
- This position reports directly to the ITSS Senior Manager.
- Designing eligibility related software application suite.
- Problem identification and integration of technical skills to resolve issues.
- Gathers and details specific application or project requirements.
- Specifies the business workers and entities required, and defines the responsibilities, operations, attributes, process flows and relationships necessary to realize the business objectives of the project.
- Produces both functional/technical and process requirements and documentation necessary to design and build the system.
Required - Bachelors degree preferred
- Experience working with SNAP Program - as a Technical Business Analyst
- Flexibility/adaptability and ability to develop relationships/ partnerships with customers by responding to needs by exhibiting a sense of urgency
- Ability to independently identify and develop solutions/test plans procedures and job aids to support new business processes.
- Experience in business process analysis (Use Cases and/or process flows) and mapping (Gap Analysis) techniques.
- SQL or other query experience a must. Ability to generate adhoc reports using visualization tools. (Tableau Preferred)
- At least 6 years' experience working with other social service programs ( TANF, RIW, CCAP, SSP, Child Support, LTSS, Medicaid, other social programs) and associated business processes of a social services organization
- Ability to establish and maintain effective working relationships with customers highly desired
- Ability to organize, prioritize and follow complex and detailed technical and financial procedures highly desired
- Ability to translate and communicate highly technical concepts to both technical personnel and non-IT business users- 8-10 years of experience required
- Minimum of 6 years' experience in gathering and documenting business requirements in technical application development settings
- Must be able to describe both functional/Technical and process workflow requirements
- Experience and certification in application delivery methodology strongly preferred
- Must have specific experience in the development of use-case and process flow models
- Experience with the UML and RUP strongly recommended
