Overview This position directly supports the NIWC Pacific, Command and Control Processor (C2P) Independent Verification and Validation (IV&V), Joint Test and Evaluation (JT&E) Programs. Monitors and maintains all project requirements for planning purposes, and provide updates to the Program Manager at least weekly and immediately if the situation warrants it. Performs required reviews of all test material that will be delivered to the customer or outside agencies. This includes Daily Status Reports (DSRs), TORs and TRRS forms and other delivered documentation.
Responsibilities
Essential Functions/Job Duties: - Attends various planning meetings and program specific working groups for program support and situational awareness.
- Assists in the generation of required reports and briefings that will be delivered to SSC-PAC and/or Program Office.
- Monitors and maintains all project requirements for planning purposes, and provide updates to the Program Manager at least weekly and immediately if the situation warrants it.
- Performs required reviews of all test material that will be delivered to the customer or outside agencies. This includes Daily Status Reports (DSRs), TORs and TRRS forms and other delivered documentation.
- Monitors, reviews and updates project specific databases and test management tools that support the assessment of the overall program. This includes Bugzilla and QaTraq/VCRM and other test applications (if applicable).
- Generates required reports which include test status, defect, and final test reports. These reports fully describe and report on the results of an executed event.
- Supports in the planning and implementation of required tools/applications and/or process that is needed to support the test program.
- Utilizes UNIX scripts, MicroSoft Office tools, specialty applications and programs to support requirement evaluations and testing (e.g., Vi, MS Project).
- Implements complex system problem isolation/detection and resolution techniques during test events which are demonstrative of logical, deductive reasoning ability to identify defects and their sources using independent discretion and reasoning.
Equipment Used: CDLMS, MLST3, JADE, INSITE, STG, LHS, AEGIS, DAMA, PRC-117, PSC-5D, ARC-210, Logic Analyzer, Oscilloscope, Multi-meter, various electronic test equipment.

Essential Physical Tasks: - Ability to lift 10 Lbs on an occasional basis.
- Ability to use a personal computer, keyboard and mouse on a consistent basis.
- Potential domestic travel 10% of the time by automobile, air, etc.
- Possibility of occasional international travel.
Written Communications: - Operates standard computer based business tools (including but not limited to Microsoft Word and Excel) effectively.
- Demonstrates and implements the required format and content of the various reports (i.e., DSR, Defect Report, Quicklook report, final report) as required by the test program.
- Demonstrates excellent (clear and concise) written communication skills in a technical format, that will support in the development of all required plans and reports required of the program.
Verbal Communications: - Demonstrates excellent clear and concise verbal communication skills.
- Provides clear and relevant information and direction to the team, to ensure all activities are executed with little to no supervision or re-direction.
- Provides periodic status and updates of the team and support test program to his/her management and promptly reports any issues of either that can impact resources, schedule or tasking of the team and test program.
Qualifications
Skills / Qualifications: Seven (7) years of relevant experience.
- Detailed knowledge of the military based SATCOM systems, Demand Assigned Multiple Access (DAMA), Joint Range Extension Application Protocol (JREAP), and Joint Tactical Information.
- Experience with Distribution System (JTIDS) Multi-functional Information Distribution System (MIDS).
- Experience in the testing and analysis of common Tactical Data Link systems.
- Experience in identifying test requirements and generating architectures, test procedures and test cases to satisfy and verify the identified requirements.
- Experience with the development of Test Scripts and Post Test analysis reports.
- Experience with test management and defect tracking software.
- Demonstrated ability establishing the necessary Multi-TADIL architectures (Link-16, Link-11, Joint Range Extension Application Protocol) to support test objectives.
- Experience in military standards and Operational Specifications, preferably those for TADIL J equipment operations.
- Ability to establish test architecture necessary to verify TDL test programs.
- Knowledge and experience with Combat Systems, Tactical Data Links and associated communications equipment.
- Proficient in computer system networking and interfacing protocols utilized in commercial and/or military communications systems.
- Experience with test management and defect tracking software.
Customer Interface Activities: - Suitable inter-personnel and customer service skills required to interface with corporate customers.
- Ability to effectively communicate with the Customer, SSC-Pacific Center's staff, and peer contractor personnel.
Project Management / Staff Supervision Tasks: - Ability to establish priorities, operate independently, and execute tasking with limited to no supervision.
- Provides inputs and support in execution of all phases of a test program.
- This includes during the planning, development, execution and reporting of test effort. Independently develops complex TDL test architectures and test cases to permit the accurate and detailed assessment of system, functional, and performance requirements.
- Manages the day to day tasking and operation of all personnel assigned to the project and will supervise the tasking of test leads to ensure that all requirements of the program are being met within each test area.

Travel: Minimum Education Requirements: - High School diploma or GED.
- BS Degree in Technical Discipline (i.e. Mathematics, Electrical Engineering, CS, Physics) preferred.
Required Certifications: None. Security +, preferred
Pay Range: $80,000.00 to $110,000.00 annually, DOE
U.S. Citizenship is required Security Clearance: Candidates must have an active clearance OR the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
