OVERVIEW:

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) provides information technology support to over 13,000 employees. OIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

ABOUT THE POSITION:

The Office of Information Technology provides a full range of enterprise technologies to support the citizens of Maine. This position is responsible for the MaineIT Network Security Operations Section that support the State of Maine and its constituents. This position will oversee the tools, staff and process used to provide Firewall, and secure Internet services. This position will be responsible to ensure both internal and external connections required by the State of Maine and external vendors are secure. This position is responsible to work with subordinates, senior IT management, internal partners and external vendors to ensure our customers can achieve their business goals. This position is an integral member of our IT leadership/management team and will play a critical role in helping serve the citizens of Maine through the provision of vital enterprise IT services.

WHAT WILL YOU DO?

In this role, you will be able to demonstrate leadership skills by managing the Network Services group responsible for Network Security Operations for the State of Maine. This position is responsible to manage the teams operating Perimeter and Data Center Firewalls, Remote Access Services, DNS\DHCP services and Web Application Firewalls. Direct supervision of this staff in day-to-day operations is expected. The position will also interact with a full range of IT staff from all areas of the enterprise, as well as business partners, vendors and consultants.

Representative Tasks of the Position:

The selected candidate must be proficient and effective in managing a team of IT professionals. They must be able to accomplish tasks in a timely manner with limited supervision. Knowledge, skills and abilities required include:
  • The ability to direct a staff of technical personnel to ensure established goals are met in a timely and efficient manner, while ensuring that the highest level of service is maintained.
  • The ability to establish and maintain various performance measurements, adjusting operations to ensure the highest possible value of goods and services are rendered across the enterprise.
  • Establishing and maintaining high performance standards.
  • Mentoring and evaluating employees to provide information, identify work related problems and develop solutions.
  • Coordinating and conferring with various other areas of the Enterprise and Vendors to accomplish established goals and objectives.
  • Establish development plans and assist staff with established technical training to maintain and enhance staff proficiency.
  • Advising management regarding the need for additional personnel, equipment, or new services, and assisting in the development and execution of the activity budget to ensure section has required resources.
  • Negotiating and managing a wide variety of IT vendor contracts for goods and services.
  • Ability to manage and oversee multiple projects/activities simultaneously.
  • Ability to communicate effectively both verbally and in writing at the technical and non-technical level.
  • Knowledge to develop and manage technical business/manufacturing processes.
  • Knowledge to measure and improve the quality of operations according to best practices of the industry.
  • Knowledge of modern management principles, practices and techniques.
  • Knowledge of performance review and evaluation principles and practices.
  • Knowledge of contracts, SLA's and vendor/contract management.
  • Ability to motivate people and build effective teams.
  • Ability to handle difficult situations and provide resolutions to conflict in a professional manner.
  • Ability to communicate orally and in writing with people having a wide variety of knowledge and expectations.
  • Ability to develop and provide effective performance reviews are in place for staff and provide a leadership guide to the technical IT staff.

MINIMUM QUALIFICATIONS:
  • Ten (10) years data processing/telecommunication system experience including at least six (6) years experience in the appropriate area of specialization and two (2) years of supervisory/ managerial experience -OR-
  • a related Bachelors Degree and 6 years data processing/telecommunication system experience including at least four (4) years experience in the appropriate area of specialization and two (2) years of supervisory/ managerial experience -OR-
  • a related Masters Degree and four (4) years data processing/telecommunication system experience including at least two (2) years experience in the appropriate area of specialization and two (2) years of supervisory/ managerial experience.
Preference will be given to individuals who have knowledge and experience with the following in an enterprise environment:
  • The implementation, maintenance, and management of network security platforms, applications and teams.
  • Current network security or network related certifications.
The selected candidate will be required to pass the required background checks(fingerprinting may be required) as a condition of employment.
