Systems Project Officer - Temporary

The Council s Finance Department provides a range of effective, efficient and high-quality professional services with support to Members, managers, staff, services, schools and a range of external partners in the delivery of the Council s objectives.
The department is seeking to appoint a Systems Project Officer to lead in the development, administration and maintenance of the Council s financial systems in accordance with corporate needs and the system needs of individual system users. In particular undertake specific system developments linked to the Council s core finance and reporting systems, and also to undertake ad hoc research, advice and development projects as directed.
PRINCIPAL RESPONSIBILITIES AND ACTIVITIES:
- Leading on aspects of systems development in order to meet legislative, corporate and end user needs.
- Creating and developing a comprehensive suite of financial reports to support the finance section.
- Supporting the Systems Administrator in order to achieve effective implementation, testing and roll-out to system users of new software and upgrades to existing software.
- Undertake specific development projects as required by the Systems Administrator.
- Support the Systems Administrator in the development and implementation of system functionality and improvements, increasing the effectiveness of systems and meeting end user requirements.
- Supporting the development of Business Continuity plans for financial systems.
- Undertaking aspects of day-to-day and ad-hoc systems administration including creating/amending/disabling user access; data management including data archiving; and data extracts in response to ad-hoc requests.
- Developing and maintaining end user manuals for all systems supported, ensuring they are updated in line with any software/systems updates.
- Train financial system users on new tools and changes to existing tools.
- Deputising for the Systems Administrator and or Accounting Systems Manager in relation to specific projects and system development.
Protecting children, young people or adults at risk is a core responsibility of all council employees.
A Basic criminal records check by the Disclosure & Barring Service (DBS) together with a Baseline Personnel Security Standard (BPSS) check is a requirement for this post.
