Basic Function
Under the direction of administrator or manager, analyzes, coordinates, and maintains the District's computer systems while providing guidance, and direct technical support to end users and Departments of the District.
Representative Duties
1. Coordinates, analyzes, and maintains the District's Student Enterprise Applications and computer systems, including but not limited to hardware, software, databases, programming, and data analysis to facilitate District computer system operations. E
2. Provides technical support, assistance, and information to department managers, administration, Chancellor's Office, vendors, end users, and other affiliates. E
3. Analyzes, operates, troubleshoots, and supports a wide variety of computer hardware, software, and related equipment. E
4. Plans, coordinates, and participates in meetings and discussions with technical personnel, management, end users, vendors, and third-party organizations and/or agencies related to a variety of technology need, updates, implementations, and/or issues and concerns; utilizes a variety of communication modalities to conduct meetings/discussions including but not limited to email, telephone, online/internet, one-on-one meetings, and classroom trainings. E
5. Provides group or individual training to end users with varying levels of technological and/or systems expertise, as necessary. E
6.Provides back-up and support to the manager, Senior Systems Analyst, and other IT Department staff as needed. E
7. Researches, analyzes, and troubleshoots system and application issues as they arise; receives requests for assistance through work orders or ticket systems; resolves issues in a methodical and timely manner. E
8. Researches new hardware and software technology; makes recommendations and learns new hardware or software systems/applications quickly ensuring accuracy in the completion and implementation process; E
9. Researches and analyzes legal and system requirements, organization, flow of data, methods, forms, feasibility, and compatibility in the process of updating or making recommendations for new technology. E
10. Performs project management to include system development and implementation life cycles. E
11. Collaborates with end users and vendors during project management life cycle; programs databases, programming language, collaboration with end users and vendors. E
12. Implements the systems development life cycle, works with the end users and vendors, databases, programs new languages, and displays fiscal responsibility and decision making. E
13. Creates new or modifies existing programs to meet end user needs including but not limited to source code, query data, troubleshooting, corrects, revises, debugs, and tests programs; prepares block diagrams and flow charts, as necessary. E
14. Coordinates communications and activities with end users to review, recreate, and analyze end user problems and needs. E
15. Compiles information and data; generates and prepares a variety of standard and ad-hoc reports; documents actions taken to resolve system software, programs, and hardware issues; updates and maintains a library of knowledge articles, resources, and reference materials to assist IT Department staff in troubleshooting known issues. E
16. Writes moderate to complex Structured Query Language (SQL) scripts to analyze data and create reports. E
17. Performs moderate to complex database functions using database tools and operating system features. E
18. Maintains a variety of records, accounts, logs, and files related to assigned systems. E
19. Handles sensitive and protected data responsibly maintaining confidentiality as required. E
20. Performs Management Information System (MIS), Clearinghouse, and other state and/or federal reporting in a meticulous and responsible manner. E
21. Works with the end users including department managers and deans. E
22. Follows and ensures compliance District policies and procedures. E
23. Supports Integrated Postsecondary Education Data System (IPEDS), 320, and other federal, state, and/or grant reporting as requested. E
24. Assists with identifying and recommending updates to technology systems and applications; provides estimated budget needs to assist in optimizing and securing funding and allocations to the college. E
25. Performs a variety of clerical and administrative duties in support of the department's day-to-day activities and/or operations including but not limited to greets and directs visitors, answers phone calls, responds to callers, and directs incoming phone calls; opens, screens, and distributes mail and correspondence; photocopies documents and requests duplication services; ensures maintenance and repairs of assigned work areas, facilities, or equipment; enters various requests for services from IT, Facilities, and Maintenance; contacts vendors for equipment service, when needed; follows-up with vendors to ensure satisfactory completion or requests; may perform simple repairs or maintenance standard office equipment. E
26. Performs related duties that support the overall objective of the position.
Knowledge and Abilities
Knowledge of:
• District and college policies, procedures, rules, and regulations related to the area of assignment.
• California Education Code and Title V as it relates to the area of assignment.
• Federal Educational Rights and Privacy Act (FERPA).
• Federal, state, and local laws, codes, and regulations and District policies and practices pertinent to the area of responsibility.
• Principles, techniques, and concepts involved in computer programming, program analysis, data analysis, and advanced math.
• Techniques and procedures of systems management and project management.
