This is a Systems Analyst 3 position that will work closely with the Texas Health and Human Services Commission. This person must be able to understand business objectives and problems, identify alternative solutions, perform studies and cost/benefit analysis of alternatives.
Key Responsibilities - Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system
- Confer with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports
- Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs
- Review computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing systems
- Lead the migration efforts of current legacy system to new modernized cloud-based SaaS solutions
- Perform necessary testing of the migration process, including creating and executing Unit test scripts, managing test scenarios, analyzing test results, and debugging issues
- Provide regular updates on the migration progress to all project stakeholders including immediate managers, technical leads, developers, and business analysts
- Prepare and deliver presentations and updates to both internal and external audiences to explain the migration process, system functionality, and technical challenges
- Facilitate the smooth transition to the new system by providing strategic oversight and support post-migration
- Ensure that design complies with HHSC standards

Database management systems, workflows and data migration, with a strong emphasis on healthcare EHR systems in developing scripting, extracting data in hL7 format and mapping to target systems.

Experience in Oracle Cerner Millennium database, Cerner Command Language (CCL) data extraction scripting, crucial for the efficient migration of data to new SaaS platforms.
