Nature of Work

Under general supervision of the Network Manager. Performs security officer duties. Performs troubleshooting and installation of software and hardware on network systems. Performs a variety of complicated tasks while relying on experience and judgment to plan and accomplish goals. Primary responsibility will be to establish and monitor network security, and to protect and support the City of Leesburg network infrastructure. Coordinate communications with vendors for integration of solutions for the best possible use. Answer on-call network issues and backup on-call for computer support for software and hardware problems. Perform specialized technical work in providing technical support and consultation. Work involves installing and customizing operating systems, administering network routers and switches, correcting problems with network software and hardware, and assisting other City personnel with problem determination.
Essential Job Functions
  • Analyzes alternative methods and techniques of processing automated and computerized municipal information.
  • Troubleshoots networks to improve operations and maintain security.
  • When required assist with installs, configuration and maintenance of the City's computer systems. Installs new software releases, system upgrades, evaluates and installs patches and resolves software related problems. Maintains data files and monitors system configuration to ensure data integrity. Performs system backups and recovery. Analyzes and resolves problems associated with hardware and application software. Detects, diagnoses, and reports related problems on desktop systems.
  • Primary duties are to assist in support for City's LAN/WAN system and security for the entire network which includes switches, routers, firewalls, and any additional network security related hardware and software.
  • Utilize software-reporting tools to create and distribute pertinent statistical reports to departmental administrators and supervisors.
  • Have an understanding of cybersecurity governance and frameworks including, but not limited to: NIST CSF, CIS Controls, HIPPA, and PCI.
  • Coordinate and assist with all security-related interactions within the organizational elements involved in cyber security including following and maintaining security policies and procedures and disaster recovery.
  • Assist in implementing technical security on systems related to cyber security and implementing of existing and new security measures.
  • Follow IT procedures for personnel to ensure a professional and timely response to software and hardware support requests, provide telephone support, and maintain work orders and properly document.
  • Assist in system and network projects to keep the City in compliance with copyright and licensing agreement laws.
  • Maintain and coordinate network software and hardware update requests ensuring the proper guidelines for update are followed and documented for warranty and billing requirements.
  • Research and make recommendations on network software, hardware and installation problems.
  • Maintain a common library for documentation of network hardware and software.
  • Assist in technical writing and documentation coordinating as required.
  • Support and maintain user account information including rights, security and system groups, troubleshoot LAN/WAN network access problems via routers, switches, and media converters.
  • Attends work on a continual and regular basis.
  • Performs related work as required.
  • May be required to operate a motor vehicle in performance of assigned tasks.
  • Knowledge of applicable data privacy practices and laws.
  • Thorough understanding of computer networking operations and maintenance of such equipment.
  • Considerable knowledge of principles, practices, and methodologies of operating and securing a computing system.
  • Coordinates with the appropriate Information Technology department for the replacement, upgrade, and installation of computer equipment.
  • Ability to communicate effectively, both orally and in writing.
  • Excellent customer service orientation and interpersonal skills for effective interaction with managers, employees, vendors, consultants and others ability to exercise good judgment, sound reasoning skills and discretion in making independent decisions commensurate with responsibilities.
  • Effective planning and organizational skills with excellent documentation and detail orientation ability to complete assignments and meet deadlines and work independently and in a team environment. Ability to maintain highly confidential information ability to multi-task and effectively manage stress and pressure through changing priorities calmly in all situations.
Minimum Requirements

Bachelor's Degree in Computer Science, Computer Programming, Computer or Network Security, Electronics, or related field with six (6) years of experience, preferably in a governmental setting; or an equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Prefer Windows or Networking Certification such as MCSE and CCNA. Five years proven experience in LAN/WAN administration and maintenance, network capacity planning, network security management, Internet/Intranet, TCP/IP, DNS, VOIP and IDS/IPS. Requires thorough knowledge of advanced networking theory and security. Experience with Windows Operating Systems, Microsoft Exchange, VMware, desktop management software, IIS, routers, Ethernet switches and firewalls is required. Experience working with Windows Server, SAN technology utilizing Fiber Channel and iSCSI is essential. Experience with Network Security devices such as IPS, IDS, or others desirable.

Must possess a valid State of Florida driver license and satisfactory driving record as a condition of initial and continued employment.
Health Insurance: Health Insurance is effective after 90 days of employment. Employees may elect a PPO or HMO plan. Provider is BCBS of Florida.

Dental Insurance: Dental Insurance is effective after 90 days of employment. Employees may elect a PPO or HMO plan. Provider is United Health Care.

Vision Insurance: Vision Insurance is effective after 90 days of employment. Provider is United Health Care.

Employee Wellness Center: Free to employees, dependents, and retirees who are enrolled in the City's health insurance. The EWC provides free onsite Health Risk Assessments, doctor appointments, basic lab work, and some generic prescriptions.

Retirement: A (401A) non-contributory defined contribution pension is provided for general employees. The City contributes 5%.Certified Police employees join the Chapter 185 Plan which requires employees contribute a predetermined percent into the plan. Certified Fire employees participate in a plan which exceeds the requirements of Chapter 175 and which requires employees contribute a predetermined percent into the plan.

All employees may elect to tax defer an amount allowed by the IRS to a 457 deferred compensation account

Life Insurance: $50,000.00 policy - 50% at age 70 for general employees, police and fire - 100% premium paid.

Bereavement Leave: 24 hours of leave with pay.

Holidays: 11 paid holidays.

PTO Sell Back program: Employees are eligible to sell PTO time back to the City, a maximum of 2 times per fiscal year for a total of 160 hours. Employees can only sell back as much PTO time as they have actually used in the previous 12 months. Employees covered by a CBA may sell time a maximum established by their written bargaining agreement.

Computer Purchase: The City will finance the employee's purchase of an approved computer system up to $1,000.00. Total of loan divided by 39 payroll deductions.

Fitness Programs: The City will pay 50% payment of the monthly fee for the employee and spouse for one fitness center each. Participating centers are: Not the Norm Crossfit, Planet Fitness, Anytime Fitness, and Infinity Fitness.

Safety Shoes: The City will pay up to $150.00 per year for the cost of one pair of approved safety shoes/boots for those positions requiring safety shoes/boots.
