Our team is looking for you, an experienced Intelligence Community Acquisition Professional with strong system integration and project management skills to provide guidance and support to senior level government directors for ground enterprise solutions in the IC and DoD. This program provides SETA (Systems Engineering Technical Advisor) & SE&I (Systems Engineering & Integration) services to an IC customer with a focus on acquisition and operations of a complex mission system and supporting IT infrastructure. The contract support is part of the customer core team focused on all aspects of the systems life cycle including CONOPS development, capturing requirements, working with developers to deliver capability, testing to ensure capabilities meet requirements, transition to operations and operations support. The program also supports innovations/technology development, provides acquisition and project management support to government program managers and IT information assurance security support. The selected candidate will have frequent client interactions, and support system and mission strategy development across the various ground offices. The candidate will have daily interaction with the customer and supporting contractors and will need to follow customer standards and processes as the program matures through the life cycle. Candidate will interact with multiple Acquisition Offices (AOs) and support technical consultation, meeting coordination, and support to recommendation briefings. Responsibilities include, but are not limited to the following: Develop acquisition plans, source selection documents (including evaluation criteria), Independent Government Cost Estimates, justifications and approvals, synopses, and requests for proposals/quotes/bids
Works with the Team leads, program managers and acquisition professionals to validate acquisition strategies will support a technically feasible outcome that meets the customer's needs
Use quantitative analytical techniques to assess system acquisition process issues and develop risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution
Integrate new systems and initiatives in support of customer/mission partner requirements and work directly with our developers and users in operations
Strong background with acquisition policy and procedures
Defense Acquisition Workforce Improvement Act (DAWIA) certification in Program Management
Ability to lead the preparation of presentations and reports
Monitor system/segment schedules and recognize dependencies
Aiding in meeting facilitation and information sessions
Prior agile development experience
Candidate will be required to sign and adhere to Non-Disclosure Agreement(s) and (2) Confidential Agreement and Conflict of Interest Certification
Qualifications Required Qualifications: Requires a technical degree: 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD
Must possess and be able to maintain a TS/SCI with Poly
Intelligence Community Mission Partner experience and work history
Strong project management skills and ability to concisely brief project status to senior leadership
Experience with DoD/IC acquisition policy and procedures Apply Agile principles to management of a government/contractor software development team working disparate projects
Demonstrated performance as an individual contributor working across integrated customer/contractor project and functional teams to deliver capabilities
Expected to create/brief packages which include technical requirements, implementation plan, risks and success criteria Excellent communication skills, multi-task and lead several projects simultaneously
