Minnesota Housing is hiring. We're a mission-focused financial institution looking for a Supportive Housing Officer to join our Housing Stability team. This position will coordinate and lead the post-selection planning work for developments that Minnesota Housing finances that include supportive housing units, managing team assignments and providing oversight and support to team members in post-selection work. This position will participate in the annual Multifamily Consolidated Request for Proposals (RFP) process and be a lead in the scoring review process for supportive housing. The Supportive Housing Officer will work collaboratively with internal teams including underwriting, asset management, compliance, and closing, as well as with external partners such as owners, developers, service providers, property management, County Human Services, Continuum of Care and Department of Human Services partners to develop supportive housing in Minnesota.

Essential Job Duties
  • Lead post-selection planning work for projects with supportive housing, developing processes, providing oversight to team members, and continuous evaluation to ensure development of supportive housing is successful, impactful and done in collaboration with internal and external partners, such as developers, management agents, service providers, Continuums of Care, Counties, Tribal Nations, Department of Human Services, etc.
  • Manage projects with supportive housing through post-selection phase to lease up, including finalizing resources, referral and services plan, reviewing underwriting for supportive housing units, finalizing due diligence materials to ensure supportive housing units are operationally viable and reach intended populations.
  • Lead support in the annual Multifamily Request for Proposals (RFP) review process and in the Qualified Allocation Plan (QAP) process for supportive housing, including making RFP scoring assignments, communicating internally on process and timeline, taking part in cross-divisional meetings and discussions, and participating in document and policy revision.
  • Actively participate in supportive housing policy and continuous improvement work through verbal and written communications and presentations with both internal and external stakeholders to advance Minnesota Housing's efforts to meet evolving supportive housing needs.
  • Responsible for Homeless Management Information System (HMIS) coordination, including tracking reporting requirements, provider report submission, communication and follow up with providers, data analysis and review in collaboration with Institute for Community Alliances (ICA), supportive housing team, internal administrative staff and data analyst.
  • Complete Supportive Housing Officer duties including administrative tasks, technical assistance and participation in annual Multifamily RFP to support the overall functioning of the supportive housing team
  • Perform other duties as assigned.
Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.   • Three (3) years of experience in operations of supportive housing, including as service provider or property management, or funding supportive housing activities.
  • A Bachelor's degree in community planning, public policy, sociology, social work, housing policy, psychology, public health, urban planning, real estate, community development, public administration, or urban studies may substitute for 12 months of experience - or - a Master's degree in the listed fields may substitute for 18 months of experience
  • Knowledge of supportive housing industry best practices.
  • Knowledge of, or experience with the various supportive housing operating and services needs, costs and funding resources, including but not limited to: Housing Support, state homeless grant programs, HUD Continuum of Care resources, Medicaid billable services such as Housing Stabilization Services, ARMHS, TCM, etc.
  • Demonstrated attention to detail and ability to manage a high volume of long-term projects in various stages.
  • Experience working with Microsoft Office Suite that includes but is not limited to: Word, Excel, PowerPoint and OneNote
  • Demonstrated communication skills, including ability to comprehend and communicate complex information in plain language.
  • Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one's own world view and that different world views exist
Preferred Qualifications
  • Knowledge or experience with underwriting process for supportive or affordable housing developments
  • Knowledge of or experience with capital resources used in affordable and supportive housing projects, such as Housing Infrastructure Bonds, Low Income Housing Tax Credit (LIHTC)
  • Experience facilitating discussions and negotiations across partners with varied perspectives
  • Knowledge of federal and state statutes, policies and requirements related to supportive housing
  • Experience building positive working relationships with a variety of organizations and staff, often without positional authority
