Duties As a SUPERVISORY MAINTENANCE TEST PILOT, GS-2181-12 your duties are below. (1) Performs maintenance operational checks (MOC)and limited and general test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair, replacement or modification of components or aircraft systems. Performs general or limited test flights including test flights of aircraft when ground diagnostic tests cannot determine the safe and/or proper functioning of aircraft components or systems. Performs acceptance test flights of new aircraft when required. Assignments may include instruction to and evaluation of maintenance test pilots. (2) Plans and directs the quality control management program of the AASF. Does immediate and long-range planning for all matters pertaining to quality control at the facility. Plans and establishes quality control operations and procedures for the application of Modification Work Orders (MWO) and Technical Bulletins (TBs) and assures that instructions are followed on all the aircraft supported by the installation. Answers correspondence, prepares reports and furnishes advice and assistance pertaining to quality control matters to supervisors, shop foremen and othermembers of the organization. Ensures that Quality Deficiency Reports (QDRs) are initiated and forwarded when equipment fails, deficiencies are discovered in newly received equipment or equipment improvements are proposed. Serves as point of contact for the AASF in communications between the facility and the labs in the Army Oil Analysis Program (AOAP) and oversees the local aspects of the program. Inspects shop facilities, management practices , fire prevention plans, ventilation systems, lighting systems and aircraft and equipment records to assure proper shop and flight-line safety for personnel and equipment in the maintenance area of operations. Advises and makes recommendations to the Facility Commander on quality control matters. (3) Exercises supervisory responsibility over 3 to 8 subordinate workers engaged in technical inspection of the aircraft. Accomplishes performance ratings, authorizes and approves leave requests for assigned personnel. Interviews and recommends applicants for vacant positions within area of responsibility and orientates new employees. Informs subordinates on features of personnel management and employee relations such as the appeal and grievance rights and basis for position classification actions. Exercises overall technical responsibility for the performance of subordinate workers in such endeavors as precision measuring and test equipment calibration and certification, maintenance of the technical publications library, taking samples for the AOAP, inspection of aircraft maintenance work for conformance to established quality standards, and conducting tear-down inspection to determine causes of deficiencies. (4) Performs other duties as assigned. SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment. Failure to complete prescribed courses may be cause for reassignment or termination of FTS. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or must have aviation certifications from accredited military aviation schools. Military Rank Requirements: Officers & Warrant Officers (CPT and below, CW5 and below) Qualifications In describing your experience, please be clear and specific. MINIMUM REQUIREMENTS: Have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. SPECIALIZED EXPERIENCE REQUIREMENTS: GS-2181-12: Must haveexperience in the following: Must have at least two years specialized competencies in operating a specific main-frame military aircraft, mission planning, and mission preparation. Experiences in civilian aviation programs; or, in military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, in Air National Guard Wing/ Operations Groups. Experienced in reviewing and analyzing mission tasking, intelligence, and weather information. Experienced in filing flight plans and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, and equipment assessments. Experienced in performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance. Competent in conducting or supervising the training of crew members in simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Knowledge is required in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives. Education Substitution of Education for Specialized Experience - Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or must have aviation certifications from accredited military aviation schools. To receive credit for education, you must provide college transcripts to support your educational claims.
