Duties DHS I&A OSI, provides homeland-security related information and national intelligence information to the Secretary, DHS senior leaders, other Federal officials, and state, local, tribal, and private sector homeland security partners. I&A is a member of the national Intelligence Community (IC) and ensures any information related to protecting the homeland is collected, gathered, processed, analyzed, and disseminated to the full spectrum of homeland security partners. OSI works closely with the DHS component intelligence organizations as well as state and local partners to ensure Open Source Intelligence information is fused with traditional sources from the IC for a more complete picture of threats to the nation. I&A OSI directly supports the Under Secretary for Intelligence and Analysis in carrying out the mandate to integrate the Department's intelligence components activities and functions under a common intelligence mission. As a Supervisory Intelligence Operations Specialist,GS-0132 -14 your typical work assignments may include: Plans, organizes, and directs the activities of the Open Source Intelligence Division (OSI) assigned branch, ensuring DHS Open Source reporting activities comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives integrating organization and DHS IA, Office of Collection objectives. Researches, interprets, analyzes, and applies various guidelines, policies, regulations, etc. Establishes policies and procedures for accomplishment of DHS IA, OSI collection and reporting. Plans and schedules the branch work schedule in a manner promoting a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Review, approve, and disseminate Open Source Intelligence Reports utilizing specifics production tools at the unclassified and classified level. Engage, collaborate, and deconflict with analysts and select members of the IC when warranted. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of DHS OSI and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provides advice to supervisor of significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Researches and determines or recommends appropriate actions or interpretation of issues impacting the organization. Serves as the independent technical authority for the organization. Represents the organization on working groups; steering groups; or other meetings, conferences, seminars, etc. May chair such groups or meetings when the meeting is in the incumbent area of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications of specialization. Specialized Experience: To qualify for a GS-14 position, the candidate must possess at least one year of specialized experience, equivalent to the GS-13 level that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Additional information This is a permanent appointment position that is classified in the Excepted Service under Title 50 and will be filled on a full-time permanent basis.
