Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Accounts Payable (C612), Accounting Division (C610), Comptroller Department (C600) of NORFOLK NAVAL SHIPYARD. Responsibilities You will perform or advise on work in any of the phases or systems of budget administration. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will implement legal and regulatory controls over approved budgets. You will provide variety of other fiscal, accounting, or financial management duties and responsibilities. You will plan work, sets priorities and schedules work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will provide technical and administrative oversight, advice and instruction. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience as a subject matter expert in mastery of concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to large programs. Experience formulating budgets and estimates to support plans, programs, and activities. Experience analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations. Experience in interpreting, implementing, and/or assessing new/revised Congressional legislation and OMB guidance as it relates to potential impact on projects. Experience providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
