Koniag IT Systems , a Koniag Government Services company, hasa opening for a Strategy Consultant with active TS/SCI for the Department of Defense Office of the Chief Digital and Artificial Intelligence Officer (CDAO). Under the direction of the government, the Strategy Consultant will assist with the development and implementation of the DoD Data and Artificial Intelligence Strategy. Responsibilities: The Strategy Consultant is responsible for independently conducting research and analysis and clearly communicating findings that will enable CDAO leadership to make better decisions. Identify and recommend strategy and organizational effectiveness aspects of issues confronting the organization. Formulates and recommends strategic direction to address issues, initiatives, and ideas that are identified, directed, collected, or anticipated in current and future environments. Designs and conducts comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance. Develop the actual limits of the project as the study proceeds. Identifies and proposes solutions to management problems characterized by their breadth, importance, and severity, and develops, contact lists, milestone charts, schedules and other information to facilitate monitoring and carrying out key projects. Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of program operations in meeting established goals and objectives. Evaluates and advises on organization structures, methods, and procedures. Analyzes and evaluates findings and recommends more efficient, effective and economical ways to meet workload and program goals. Participates in planning sessions; and contributes management-oriented expertise during discussions of innovative ways to carry out assigned programs, new programs, etc. Produces written analyses of OCDAO's organizational lessons learned for the benefit of both the OCDAO and the broader DoD AI community. Additionally, responsible for assessing the implementation of and recommending improvements to the Department of Defense AI Strategy. Analyzes the management of technology organizations and technology development efforts utilizing quantitative research methodologies, to include data mining, financial models and valuation analysis to assess problems and structure solutions for senior management. Consolidates findings from analysis and produces high-quality materials (memos, reports, slide presentations) that are suitable for senior executives and General Officers, with a clear message that is well supported by evidence and analysis. Takes initiative in problem structuring and contributes extensively to idea generation in both a team an independent operator setting. Establishes and maintains good liaison relationships with external organizations and stakeholders to exchange information and identify new concepts and techniques. Must be able to report onsite some days of the week and may be required to travel. Requirements: Current/Active DoD Top Secret security clearance Knowledge of a wide range of qualitative and quantitative methods, and technical tools, to conduct independent research and analysis using diverse information sources (interviews, case studies, secondary source analysis) to prepare reports that address program effectiveness and management processes. Ability to identify productive analytical paths, including in unfamiliar subject matter. Knowledge of OCDAO-relevant subject matter (e.g., DoD program management, software development, machine learning, product development); ability to quickly master new, project-related subject matter, including problems with significant complexity and technical depth; ability to tune analysis to the OCDAO leadership's needs and identify the key implications of findings; ability to brief complex issues and analyses before senior leaders; ability to play an active role in both problem identification and problem-solving; Guidelines consist of federal, DoD, GSA, and OCDAO administrative legislation, regulations, policies, standard reference material, directives, decisions and instructions covering general administrative programs. Use judgment in interpreting and adapting guidelines, such as policies, regulations, precedents, and work directions for application to specific cases or problems. Analyze results and recommend changes. Decisions and actions involve the interpretation of policy which may sometimes result in precedent setting actions. Make authoritative determinations and advises on program and operational issues. Decisions, actions and commitments influence policy for OCDAO and have a direct impact on crucial program and operational issues. Person-to person work relationships are for the purpose of giving or obtaining information on non-routine problems/issues requiring explanation and/or interpretation of facts, and includes discussion to gain concurrence or persuade to action. The government lead sets the overall objectives and resources available. With the government lead, develop the deadlines and projects. Responsible for planning and carrying out the assignment, resolving most of the conflicts that arise, and interpreting policy in terms of established objectives. The supervisor is kept informed of progress and any controversial matters. Completed work, projects, and recommendations are reviewed for compatibility with DoD and OCDAO policies, goals, and objectives, and the effectiveness in achieving intended objectives. Experience supporting senior-level DoD officials (or equivalent) to include drafting briefings and talking points for senior-level engagements Experience developing and staffing national and international defense strategies, policies, and reports Demonstrated experience advancing strategic analysis and planning within the federal government Excellent written and verbal communication skills; strong organizational skills; research, analysis, and writing skills Exceptional MS Word, PowerPoint, and Excel skills. Highly Desired: Prior Federal government, professional services or Federal consulting experience Experience supporting an Office of the Secretary of Defense organization Experience supporting the Office of USD(P) Experience with navigating the Pentagon's processes and the military chain of command is desirable Master's Degree in Public Administration, Business Administration, or related field Knowledge of data, analytics, artificial intelligence, information technology (IT), and emerging technology concepts, capabilities, and trends, highly preferred Education: Bachelor's Degree Security Pre-Requisite : To be considered, you must have a current/ active DoD Top Secret/SCI Office Location and Travel: Arlington, VA Alexandria, VA Falls Church, VA Occasional travel, including to overseas locations may be required.
