Job Summary: North Stone, LLC is seeking a Strategic Planner (Technical PM) to lead the design and execution of strategic initiatives supporting enterprise software and business transformation. This role will drive data-informed planning, performance tracking, and decision support across complex IT modernization and sustainment activities. The successful candidate will bring 6-10 years of experience in strategic planning, technical program management, and performance metrics within defense or large-scale enterprise environments. Candidates located in Dayton, OH, are preferred. However, remote candidates may be considered based on qualifications and business needs. This position is contingent upon contract award expected June 2025 Job Duties and Responsibilities: Develop, refine, and maintain strategic roadmaps and operational plans that align with evolving enterprise goals, mission needs, and system capabilities. Partner with technical leads, Agile teams, and business stakeholders to ensure synchronization of strategy across project planning and execution layers. Define, implement, and monitor Key Performance Indicators (KPIs) to assess initiative performance, measure progress, and identify areas for improvement. Support the institutionalization of standardized processes and tools by integrating industry and DoD best practices into repeatable planning frameworks. Provide mission and functional input to program-level documentation, including technical artifacts, risk registers, and programmatic deliverables. Conduct scenario analysis to evaluate potential operational shifts and develop responsive strategies to mitigate risk and ensure continuity. Analyze quantitative and qualitative data to identify trends, cost-saving opportunities, and performance risks, and translate insights into strategic recommendations. Prepare and deliver high-impact briefings and reports to senior leadership, providing visibility into strategic progress and recommended adjustments. Contribute to the continuous improvement of governance, planning, and measurement practices through lessons learned and stakeholder feedback. Perform additional duties as assigned in support of long-term technical planning and enterprise system deployment. Other duties as assigned. Job Requirements (Education/Skills/Experience): Must be a US Citizen with a minimum of a SECRET Clearance with the ability to obtain and maintain a TOP SECRET clearance 6-10 years of experience in strategic planning, enterprise transformation, or technical program management within government or defense programs. Demonstrated expertise with Oracle E-Business Suite (EBS), including integration with Reports, Interfaces, Conversions, Extensions, and Workflows (RICE-W). Proven ability to work at both tactical and strategic levels-supporting day-to-day program functions while guiding long-term roadmap development. Strong analytical background with experience in data synthesis, KPI tracking, and business performance reporting. Familiarity with Agile delivery frameworks, including SAFe, and experience contributing to PI planning and release alignment. Excellent communication and briefing skills, with experience preparing executive-level reports and presentations. Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Access). Willingness to travel as needed within the Continental U.S. to support program needs and stakeholder engagement.
