We are looking for a seasoned Strategic Planner - Expert to join our team and support our customer in Springfield, VA. Description The Strategic Planner - Expert will provide support to the Source Foundation GEOINT Group (SF) Mission Owner, SF Technical Executive (TX), and Foundation Digital Twin (FDT) Mission Manager with business management and strategy support. FDT will harness and expose modernization across all domains. The vision is to provide an authoritative and easily discoverable dynamic digital twin of the world at the speed of mission needs. The Strategic Planner - Expert will advise and assist SF Mission Owner, SF TX, FDT Mission Manager on all FDT strategic planning, SF Technology Strategy, policy, and business analysis, with a focus on providing expert strategic- and operational-level
assistance with GEOINT analytic activities and resources across NGA and its stakeholders. Develop strategy documentation, guidance to support management processes. Facilitate cross office engagements and requirements planning needs. Identify and provide support to business processes and improvements. Provide business analytics, metrics, or other analysis to measure success Responsibilities
• Authors and coordinates strategic documentation and communications (e.g., strategic plan, stakeholder registry, implementation strategy, charter, vision statement, fact sheets, implementation plan, briefings, high quality visual graphics, etc.)

• Provides expertise, guidance, consultation, facilitation, and thought leadership to the client and/or project team based on specialized in-depth expertise in policy and administration, planning, analysis, communications, business, and management.

• Facilitates cross-organizational assessment of SF GEOINT data and services.

• Develops framework and plan to implement Foundation Digital Twin technical focus areas in change detection, registration and integration, platform orchestration, and user experience.

• Supports the planning and integration of Foundation GEOINT domains to improve timeliness of FG data, the inter-domain coordination and alerts to tip Foundation GEOINT data reviews via modification notifications across offices and/or as an alert that feature-specific change has been detected, expand customer utility of NGA content, and improve Foundation GEOINT customer support.

• Develops strategy and plans for measures of success and measures of performance.

• Develops strategy and plans to capture feedback from analyst- to senior-level decision makers and measure outcomes.

• Ensures that quality is an integral part of the development, design, and delivery of FG products or services.

• Monitors validation and/or verification adherence to specified requirements through test and measurement activities; manage/lead quality assurance activities.

• Works closely with Mission Owner assigned staff, NGA senior product specialists, or SF task leads. May provide direction and or advise activities of specialists or other staff as necessary on specified field- or discipline-related items.

• Reviews, approves, and delivers reports and briefings for senior leadership across NGA and the IC, as well as develops and communicates associated messages and communication/outreach strategies.

• Under Government direction from SFC, interfaces between SF TX and FDT consumers, partners, and source providers.

• Provides secretariat support to SF TX and FDT working groups, consisting of SF and NGA members.

• Provides administrative support to the SF TX and FDT chairs during working group sessions.

• Reviews management and governance policies, instructions, standards, and best practices, and recommends adoption into program documentation.

• Develops documentation and guidance to support the SF TX and the FDT Mission Manager.

• Facilitates cross-agency and cross-office engagements, through regular meetings, working groups, and ad hoc engagements at senior and action officer levels, as needed.

• Identifies and supports business process improvements related to FDT and other SF modernization activities.

• Produces written reports, presentations, or other artifacts as required by the Government for each task assigned. Supports briefings and meetings to discuss recommendations.

• Builds productive relationships with senior leaders, the general workforce, and other collaborating partners.

• Provides customer service, represents the customer in briefings, and informal and formal written communications.

• Coordinate with Key stakeholders to ask questions, gather information as input to strategic documentation. Requirements
• US Citizen with Active TS/SCI Clearance (and ability to obtain a Poly).

• Demonstrated experience in Foundation GEOINT, including validating /verifying adherence to specified policies and regulations.

• Demonstrated experience routinely interacting with senior-level personnel, including directors and/or agency heads.

• Demonstrated experience leading and directing teams of subject matter experts, sharing knowledge with others, and working as a team member.
• Demonstrated experience leading, advising, assisting, and writing strategic planning and policy development, with a focus on providing expert strategic-level assistance.
• Demonstrated experience coordinating with multiple stakeholders and facilitating sessions to understand and build out a strategy for the SF end state.
