SUMMARY

Bering Straits Professional Services LLC, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Statistical Support Specialist for Consular Affairs in Washington, D.C.This Statistical Support Specialist provides foundational support, expert advice, and implementation of programs and policies. This role primarily assists with specific aspects of projects and contracts under the direction of federal staff.

Wage/Salary Range: $140,000-$154,000

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

o Function as a Management Analyst in support of the Division's Passport Demand Forecast requirements.

o Analyze administrative processes and/or Division programs.

o Write reports, letters, and other documents with recommendations for management programs, policies, and activities.

o Oversee the preparation of various recurring reports such as monthly, quarterly, cumulative semi-annual and cumulative annual reports to support the Directorate's Demand Forecast requirement.

o Provide technical guidance and assistance to staff in the review of documents.

o Accurately monitor, assess and forecast on a continuous basis, passport demand using innovative statistical tools and methodologies.

o Assist and advise CA/PPT on preparing, obtaining and submitting required documentation to the Office of Directives Management and other offices to comply with the Paperwork Reduction Act (PRA) and Office of Management and Budget (OMB) directives.

o Analyze existing forecasting models and develop statistically sound tools for future forecasting.

o Provide subject matter expertise in support of quantitative and qualitative research projects as required.

o Provide subject matter expertise in support of survey operations, focus groups, and the application of sampling techniques as required.

o Draft white papers on policies, events, economic conditions, or other items of interest that may affect passport demand.

o Perform other related duties as assigned.

Required (Minimum Necessary) Qualifications

o Master's Degree

o Two years as a Technical Expert 3 or equivalent experience.

o Must possess excellent command of the English language and excellent writing skills.

o Must be Proficient in the use of the Microsoft applications (MS Word, PowerPoint and excel).

Knowledge, Skills, Abilities, and Other Characteristics

o Knowledge of and skill in applying analytical and evaluate techniques in order to plan, schedule and conduct studies and analyses of management functions or programs.

o Knowledge of substantive programs, goals, and policies in order to analyze and assemble information; and knowledge of management and organizational techniques, systems and procedures to perform analytical studies.

Preferred

o PhD preferred.

o Department of State experience preferred.

o This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES

o No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
