This position exists to provide executive leadership, professional expertise, and department-wide oversite (10 Minnesota Correctional Facility sites) of Health Services Release and Reintegration Planning. Role of position is to review and make recommendations regarding structure and clinical design of release planning services, allocation of resources, oversight of policy and procedures, and staff training. Responsibilities include working with community and public agency partners and representing the DOC statewide and nationally in health services reentry.
Minimum Qualifications To be qualified for and considered for this position, applicants must meet all the minimum qualifications listed below. - Licensed as an independent clinical mental health provider (e.g., LP, LICSW, LPC, LMFT, LPCC) in Minnesota with demonstrated expertise in mental health and evaluation and treatment.
- Three (3) years of advanced experience in Health Services management or designing, implementing, and/or evaluating behavioral health programs. Note: A Doctorate in Psychology or closely related field may substitute for two (2) years of experience).
- Demonstrated leadership experience. Leadership experience can include experience as a supervisor, lead worker, team lead/project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI).
Preferred Qualifications - Knowledge of the offender reentry process and successful reentry models.
- Knowledge of the Transition from Prison to the Community (TPC) framework, including risk/needs assessments, motivational interviewing; effective client case planning/management; correctional evidence-based practices; and evaluation/performance measures.
- Knowledge of fiscal management principles and procedures sufficient to develop and/or administer a budget.
- Strong written and oral communication skills sufficient to provide effective leadership/management, work direction/guidance, and constructive feedback to others and to explaincomplicated information to varied audiences.
- Human relation skills sufficient to effectively manage staff and develop collaborative relationships with a variety of public, private and community organizations, including other state agencies.
- Ability to provide leadership and both direct and shared management and supervision of staff in the delivery of ongoing programs, divisional planning, program control, and implementation of new or revised programs, policies, procedures, and resource allocations
