TITLE: MANAGER OF STAFFING AND COMPENSATION


FLSA STATUS: EXEMPT


REPORTS TO: DIRECTOR, COMPENSATION


SUMMARY:

Under the direction of the Director of Compensation, the Manager of Staffing and Compensation is responsible for monitoring and administering compensation practices across the organization including, developing and implementing strategic initiatives for recruiting for diverse talent which is in alignment with organizational needs, management of the recruitment and staffing function for all open positions including exempt and non-exempt employees, maintaining staffing and compensation procedures and practices which are in alignment with laws and regulations, and building strong relationships with business leaders to forecast and develop plans for key staffing and compensation initiatives. This position is located in Milpitas, California.


ESSENTIAL FUNCTIONS:

  • Manages and administers the recruitment and selection of exempt and non-exempt employees across the organization in alignment with Company initiatives
  • Manages, develops, and evaluates personnel to ensure the efficient operation of the department; makes employment-related decisions as necessary
  • Monitors compliance issues, assesses risk, and makes recommendations as needed
  • Applies experience and expertise to research and problem solve various compensation or staffing initiatives or issues
  • Administers internal career opportunities and rewards and recognition programs,
  • Administers the salary survey program and uses data to ensure Company pay ranges and rates are competitive with market demands; ensures compliance with the California Fair Pay Act and other compensation regulations
  • Prepares compensation analysis, reviews, prepares, and extends offers to select candidates
  • Manages and monitors the employee relocation program
  • Tracks and reports on key metrics designed to measure and predict staffing activity and compensation issues; prepares data including turnover and reasons for leaving, etc.
  • Analyzes internal compensation trends; makes recommendations as needed
  • Oversees and administers the immigration program to ensure uninterrupted employment for foreign national employees
  • Administers company bonus program, including developing the bonus timeline, reviewing and approving employee bonus allocations, creating worksheets, and confirming bonus eligibility
  • Administers the annual merit increase process, including analyzing data, creating worksheets, and preparing upload files for Payroll
  • Conducts job analysis and develops job descriptions for all positions within the company
  • Partners with leaders within the organization on compensation and staffing related matters; builds strong relationships with both internal and external customers
  • Manages the expat program, including partnering with corporate regarding annual changes to salary, program guidelines, travel, etc.
  • Develops and delivers customized training solutions to departments, teams, or groups, tracks training or program outcomes and reports results to management
  • Adheres to all safety policies and procedures
  • Performs other duties of a similar nature or level

MINIMUM REQUIREMENTS:

  • Bachelor's degree in Business Administration, Communications, Human Resources, Organizational Development and/or equivalent relevant experience; PHR or SPHR certification preferred
  • Seven plus years of hands' on experience working as a Sr. HR Business Partner or HR Manager in an staffing an compensation role in a high-tech, manufacturing, or semiconductor environment
  • Must have excellent Excel skills; specifically VLOOKUP, Pivot Tables, and data analysis
  • Must have strong experience using Paycom or similar HRIS system
  • Proficient in the use of Microsoft Office Applications

Knowledge, Skills, and Abilities:

  • Strong knowledge of knowledge of recruitment and staffing principles, practices, and techniques
  • Knowledge of compensation principle and practices
  • Knowledge and ability to use Microsoft Office applications to create spreadsheets, Word documents, and presentations
  • Able to manage programs or projects of various size, scope, and budget successfully
  • Able to communicate effectively, both verbally and in writing, with all levels of contractors, consultants, employees, management, and vendors
  • Able to work productively and collaboratively with all levels of employees and management

The annual base salary for this full-time position is between $141,568.00-$208,188.00 + bonus target + benefits. Within the range the individual pay may differ depending on additional factors including job responsibilities, job related knowledge, skills, abilities, education, and experience. The annual base pay range shown is subject to change and may be modified periodically.


WORKING CONDITIONS:

The Manager of Staffing and Compensation works primarily in an office environment from Monday thru Friday. The schedule may be altered from time-to-time to meet business or operational needs; may travel from building-to-building as needed; Stands and walks; performs various fine grasping movements, bends, stoops, and twists; operates a computer and enters information using a keyboard, operates a telephone, and other safety and office equipment. May occasionally be required to push, pull, or lift up to 10 pounds.
