Northrop Grumman Space Systems-Launch and Missile Defense Systems presents an exciting career opportunity for a Staff Software Engineer - Global SW Development Engineering Manager to join our team of qualified and diverse individuals. This position, based in Colorado Springs, CO, plays a crucial role in supporting the U.S. President, Secretary of Defense, and combatant commanders at strategic, regional, and operational levels. Relocation Assistance is not available for this position, and this role is on-site with no remote options. Position Overview: The Command and Control, Battle Management, and Communications (C2BMC) program serves as the integrating element of the Missile Defense System. It is an essential operational system that enables the U.S. president, the secretary of defense, and combatant commanders at strategic, regional, and operational levels to systematically plan ballistic missile defense operations, observe the development of the battle, and dynamically manage designated networked sensors and weapons systems to achieve global and regional mission objectives. C2BMC supports a layered missile defense capability that allows for an optimized response to threats of all ranges at every phase of flight. C2BMC acts as a force multiplier by globally and regionally networking, integrating, and synchronizing autonomous sensor and weapon systems and operations to enhance performance. Additionally, C2BMC is a crucial component of all system ground and flight tests that verify and exercise the current and future capabilities of the missile defense system. The Global SW Development Engineering Manager will be accountable to the Global Engineering Project Manager (EPM) for technical, cost, and schedule performance within their Engineering Management Portfolio. They will be identified as the Control Account Owner for all Control Accounts that fall under their portfolio. The manager will primarily work with the EPM to ensure that efficient engineering processes are followed and adhered to, delivering capability on schedule to the customer. They will manage dependencies between teams within their Engineering Management Portfolio and support the EPM in handling external dependencies elsewhere within the C2BMC enterprise. The Engineering Manager will adhere to Agile principles and ensure teams follow Agile cadence to deliver the best possible product to the C2BMC customer. Essential Functions: Following the LM PMM accounting and reporting requirements
Identifying and monitoring all risks and opportunities
Identifying and monitoring GFx
Responsible for leading the product teams to ensure the following:
Ensure that each team is working solely on the defined scope as outlined in the IMS
Make sure teams are updating Jira daily
Verify that teams are breaking down stories and accurately capturing performance
Confirm that teams are holding daily standups
Ensure teams are performing unit testing and regression testing
Take responsibility for ensuring correct personnel charging by monitoring the weekly hours report
Manage and report team technical issues and resolutions
Assist EPM in proposal development, which includes authoring and reviewing Business Objectives (BOEs) and Engineering Estimates
Ensure the team's technical commitments are clearly understood and achieved or surpassed
Produce ETC/EVM and other engineering metrics to identify and address any technical or staffing issues while managing costs and schedules
Collaborate with EPM to provide timely and accurate projections of engineering resource requirements and determine staffing needs
Maintain a backlog of assigned features to fulfill technical commitments
Ensure teams adhere to organizational processes
Attends all milestone events in person when possible
Assists the EPM in managing and forecasting technical maturity, including establishing when milestone maturity can be claimed and what OE is needed to support such a claim
The GSW EM will need to coordinate with the Chief Product Owner to ensure the timely reporting of all mandatory metrics and government-mandated deliverables Basic Qualifications: Please note your updated security clearance and IAT/relevant certifications on your resume, if applicable. Bachelor's Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline preferred from an accredited university and 12 years of related experience, or a Master's degree and 10 years of experience, or a PhD and 8 years of experience, or 16 years of related experience may be considered in lieu of a degree
Applicants must have a current, active in-scope DoD-issued Top Secret/SCI (TS/SCI) security clearance at the time of application, which is required to start
A strong software development background is required
Experience in managing and delivering complex DoD systems
Strong grasp of Earned Value (SPI/CPI/TCPI)
Cost and Schedule experience
Explanation of Variances
ETC and EAC
Development of Return to Green Plans
Experience with Agile development processes and tools (e.g., Jira, Agility, Confluence)
Experience with the DevSecOps process and its integration into software development
Software development experience
Experience with C2BMC and/or the Missile Defense System
Experience in executing Earned Value Management (EVM)
Experience in project management
Experience in leading teams
Experience in generating metrics and KPIs
Demonstrated strong communication skills and the ability to collaborate effectively with peer management Salary Range: $155,400.00 - $233,200.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
