Brief Job Description:

Program Specialist II - Staff Services Administrator
Performs moderately complex staff services work for the Texas Civil Commitment Office. Work involves planning and coordinating several staff services functions such as human resources, travel, training, and property management. May train others. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Essentional Job Functions (EJFs):

Plans and coordinates several staff services functions such as human resources, travel, training, and property management. Administers human resources programs such as recruitment and selection, recommends compensations, classification, employee relations, new hire activity, benefits, worker's compensation or organizational development. Advises staff on issues, rules, polices and regulations related to human management. Prepares and maintains various human resources correspondence and reports. Provides advice and assistance on classification, compensation, recruitment, retention, benefits, leave provisions and employee relations, and salary administration matters. Communicates and disseminates human resources policies and procedures. Assists in planning, developing, revising and implementing human resources policies, procedures and forms.
Makes travel arrangements and reservations. Prepares and submits travel vouchers.
Prepares and reviews operational and special reports.
May plan and conduct workshops and/or training programs.
May screen, interview, and recommend employment of applicants; and recommend promotions, demotions, merit increases, disciplinary actions, transfers, and discharge of employees.
May assist in the development of programs and making adjustments to methods and procedures to comply with legislative or other changes.
May train others.
Performs related work as assigned.

Knowledge, Skills, and Abilities (KSAs):

Knowledge of the principles and practices of human resources management: human resources programs such as employment, compensation, classification, employee relations, benefits, workers' compensation, or organizational development: federal, state, and local laws and regulations governing personnel activities.
skill in oral and written communication, use of computers and in handling multiple tasks and prioritizing. Knowledge of travel and purchasing processes and system.

Registrations, License Requirments or Certifications:

Graduation from an accredited four year college is preferred. Experience in human resources management work. Experience and education may be substituted for one another.

Initial Screening Criteria:

Experience in human resources work. Organizational skills in handling multiple tasks, prioritizing, and time management.
