The Streets & ROW Foreman-I plans, coordinates, oversees and reviews the daily activities of the crews involved in the construction, maintenance and repair of City infrastructure. This is a Safety Sensitive position subject to random drug/alcohol testing. Education / higher education: High School Graduate or equivalent Minimum number of years of directly related experience: Two years' experience in the construction, maintenance and/or repair of public infrastructure. Education and/or experience preferences: None Driver's License requirement: Frequent Driver Regular Driver's License Required Endorsements: None Note For any driver, driving record must always meet City driving and insurability standards. Required certifications, licenses or registrations: None Preferred certifications, licenses or registrations: None Knowledge: The operation and maintenance of construction equipment; The materials, procedures and requirements for road construction, repair and maintenance. Skills: The safe and effective operation of heavy and light equipment and tools; Effectively communicate orally; Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Abilities: Read, comprehend and carry out detailed written or oral instructions. Compose basic correspondence, memos and reports. Add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals and compute rate, ratio, and percent. Establish and maintain effective, professional relationship with crews, co-workers, contractors, vendors and the general public. Interaction with Groups/Agencies/Entities: Internal: Works with other department supervisors and managers on routine assignments and special projects. External: Works with contractors and the general public. The following functions are typical for this position. Oversees the daily activities of City crews involved in constructing, maintaining and repairing City streets, roads, right of ways, drainage facilities and open space. Follows work procedures, schedules, and expedites workflow. Reviews plans and blueprints, oversee assignments in the field to ensure specifications, grades and guidelines are followed. Issues written and oral instructions to assigned crew on work product, priorities, timelines, and task specifications. Assigns duties and examines work for exactness, neatness, and conformance to specifications. Works with assigned crew to address errors, omissions, and complaints in order to maintain effective customer relations. Ensure adherence to safety practices and guidelines. Performs administrative responsibilities related to the construction, maintenance and repair of City infrastructure. Maintains accurate records of all material, personnel, and equipment costs for multiple projects. Assists in reviewing job sites, work assignments, scheduling and equipment and materials needed to complete a project. Records and maintains job activity logs and prepares work summaries and reports for submission to management. Performs public relations, responding to inquiries and complaints.
