Onsite in DC Metro Technical Expert - Senior The Technical Expert - Senior will serve as a strategic technology leader, guiding enterprise IT programs supporting mission-critical database services, application modernization, and security accreditation efforts. The role drives innovation across services including Oracle Database as a Service (ODaaS), Enterprise SQL Server (ESDBS), S-TARS, and RADAR to align technology solutions with evolving organizational goals. Key Responsibilities: Develop and execute forward-thinking technology strategies aligned with business and mission objectives. Lead the adoption of enterprise cloud services, low-code/no-code platforms, and modern application architectures. Collaborate with executive leadership and cross-functional teams to identify opportunities for IT innovation and operational improvement. Optimize systems and services for performance, scalability, and resiliency across diverse environments. Oversee complex Agile portfolios, including multiple Agile Release Trains (ARTs), ensuring effective planning and execution. Provide senior-level guidance on security, compliance, and technical architecture for enterprise-wide IT initiatives. Support the delivery of secure database solutions and assist agency teams in achieving Authorization to Operate (ATO) for critical systems. Required Skills and Experience: U.S. Citizenship with Top Secret / SCI eligibility 8+ years of experience developing and implementing enterprise technology strategies Proven success leading large-scale, complex IT programs and delivering measurable business outcomes 8+ years of experience with Agile frameworks, technology alignment, and continuous improvement practices Deep experience with enterprise cloud platforms (AWS, Azure), custom app development, and low-code solutions Strong understanding of system scalability, reliability, and security best practices Demonstrated experience leading large technical teams (100+ personnel) and managing Agile Release Trains Excellent communication and stakeholder collaboration skills at the executive and technical levels Advanced certifications required, including: AWS Certified Solutions Architect Microsoft Azure Expert Certified Network Professional Certifications in relational databases such as Oracle and PostgreSQL
