This position will provide in-person support to the Division Director on various financial and accounting matters, including the application of Federal accounting and audit standards, financial controls, cash management processes, and the automation of financial information.
The ideal candidate will have a strong background in financial management, federal accounting practices, and experience liaising with various government agencies and contractors. The role requires an individual who is proactive, knowledgeable, and able to effectively communicate technical accounting concepts to both internal and external stakeholders.
Key Responsibilities:
Serve as a Technical Advisor to the Division Director on Financial Matters:
- Advise on the application of Federal accounting and audit standards.
- Provide recommendations on improving financial controls, cash management processes, and the automation of financial information.
- Ensure proper recording of obligations and payments related to Commission grant programs and administrative accounts.
- Analyze the financial impact of transactions and interpret their effects on Agency operations.
Financial Analysis and Process Improvement:
- Analyze financial transactions and their impact on the Agency's operations.
- Advise on the improvement of accounting processes, including coding and controls, to ensure proper financial reporting.
- Develop and implement strategies to improve financial processes and ensure compliance with federal guidelines.
- Stay updated on changes in federal accounting regulations, rules, and processes, ensuring continuous compliance.
Relationship Management with Federal Agencies:
- Maintain relationships with Federal accounting bodies and policymakers, ensuring services are responsive and compliant.
- Liaise with the Treasury Department, the Office of Management and Budget (OMB), and other federal accounting entities.
- Participate regularly in meetings and workshops hosted by the U.S. Department of Treasury, the Association of Government Accountants, and other relevant training sessions.
Internal Controls and Financial Reporting Oversight:
- Supervise the outsourced accounting function that produces financial statements for the Commission, including child agencies.
- Coordinate with the Budget Director on budget tracking and the accuracy of SF-133 Budget Execution Reports.
- Reconcile payroll activities through the National Finance Center and Paylocity.
- Ensure monthly reconciliation of financial activities recorded in grant management system.
- Evaluate the accuracy of financial statement balances and ensure compliance with OMB Circular A-136.
Lead Internal Control Programs:
- Lead Internal Control Program process, guided by GAO and OMB A-123.
- Review and update internal control policies and assist in risk and control assessments.
- Develop risk and control matrices, assess key controls, and generate internal control program reports.
- Assist in refining program management processes, policies, and SOPs to reflect regulatory or process changes.
- Compile and track corrective action plans to resolve audit and internal control deficiencies.
Audit Liaison:
- Coordinate independent audit activities and oversee the "Prepared By Client" documentation.
- Respond to inquiries regarding financial reporting processes.
Other Duties:
- Perform a variety of office and program support tasks as required by the Division Director.
- Participate in special projects or studies, as assigned.
