About the role Concept Plus has an exciting opportunity for a Solution Architect/Tech Lead to help lead capture and provide senior technical leadership and management of an Army HR IT program. This role requires an understanding of Oracle PeopleSoft HCM as well as the Army IPPS-A infrastructure and processes. IPPS-A is deployed in Army classified and unclassified environments in DISA. IPPS-A manages status changes for Army personnel as they transition between Active, Reserve, and National Guard components to ensure accurate service time minimizing impact on individual pay, credit for service, and other benefits as well as enable disciplined human resource management. Capability development will deliver integrated personnel and pay capabilities to eliminate duplicate data entry; reduce complex system maintenance; and minimize pay discrepancies. What you'll do Lead operations of the largest global PeopleSoft HCM and Global Payroll implementation, maintaining interfaces with over 50 trading partners, developing HR capabilities against a custom baseline, subsuming legacy systems, resolving Tier 2/3 Help Desk tickets, and training Optimize DevSecOps practices and tools to automate the CI/CD pipeline including code repositories, automated regression testing and code verification, configuration management, and code migration across multiple environments to reduce inefficient and error-prone manual processes, and increasing software delivery velocity and quality without increasing cost Manage resources and priorities between operating production on-premises, refactoring the baseline for environments operating on the Cloud platform, and supporting Cloud Migration activities and transforming to a "Cloud native" capability within 10 years Managing and reducing technical debt while delivering new capabilities and utilizing low-code/no-code solutions that interoperate with the baseline and do not introduce a security or audit risk Implementing and maintaining an End User accessible environment that enables provisioned users to build solutions (applications, reports, etc.) to meet needs leveraging APEX Providing tools and environments that are secure, scalable and maintainable Improving data quality, integrity, and security when exchanging data with trading partners and migrating data from legacy systems to minimize operational impacts due to data availability delays and system errors associated with data conflicts Deconflicting and addressing archive requirements for hot, warm, and cold storage to enable records management capabilities for over 5 million inactive, separated, or retired Soldier records Addressing cross-team dependencies in a multi-vendor environment without a negative impact to planned objectives and priorities (i.e. decrease dependencies without a negative impact to performance, quality, reliability, and sustainability) Defining and evolving the IPPS-A technical and data architecture in alignment with Army enterprise standards (e.g., UDRA) Leading technical architectural design reviews and ensuring solution integrity Providing technical leadership and architectural guidance within a SAFe 6.0 framework. Developing and overseeing strategies for scalable and secure interface development and management Driving technical innovation, evaluating emerging technologies, and championing the adoption of modern solutions for HR and payroll Qualifications BS degree in IT, Engineering, Computer Science, or a related field; Master's degree preferred Agile/SAFe experience & certification(s); PeopleSoft Experience managing 40+ FTEs Ability to obtain and/or maintain a government clearance. Describe the experience and attributes of the ideal candidate Preferred Proven experience leading or architecting the migration of large, complex ERP systems (preferably PeopleSoft) to a DoD-approved cloud environment (e.g., AWS, Oracle Cloud for Oracle Cloud mention for IPPS-A) and designing cloud-native solutions.
