I. DESCRIPTION OF SERVICES
Office of the Attorney General of Texas requires the services of 1 Software Developer 2, hereafter referred to as Candidate(s), who meets the general qualifications of Software Developer 2, Applications/Software Development and the specifications outlined in this document for the Office of the Attorney General of Texas.
All work products resulting from the project shall be considered "works made for hire " and are the property of the Office of the Attorney General of Texas and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Office of the Attorney General of Texas will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
We are seeking a skilled and experienced developer to join our team for the development of our business intelligence platform (SAS Viya). The ideal candidate will help with the development of new and existing migration efforts, data analysis, and reporting. The candidate will play a crucial role in enhancing standard SAS capabilities of our system by leveraging expertise to create solutions that streamline processes and improve user experiences. Responsibilities may include:
1. SAS Programming and Development:
o Develop, optimize, and maintain SAS programs and scripts for data extraction, transformation, and analysis.
o Convert existing SAS code into SAS Visual Analytics reports and dashboards.
2. Data Manipulation and Transformation:
o Perform data cleansing, transformation, and integration to prepare data for analysis.
o Connect to new data sources and maintain data integrity.
3. Analytics and Insights:
o Implement statistical and predictive models using SAS to derive insights and solve complex business problems.
o Create informative and interactive data visualizations using SAS or similar tools.
4. Collaboration and Documentation:
o Work closely with cross-functional teams, including data scientists, analysts, and business stakeholders, to understand their requirements and provide analytical solutions.
o Document SAS code, processes, and methodologies to ensure reproducibility and knowledge sharing within the team.
5. Performance Optimization and Quality Assurance:
o Identify opportunities to optimize code and processes for efficiency and scalability.
o Conduct quality checks and testing to ensure data accuracy and model reliability.
6. Compliance and Security:
o Adhere to data privacy and security guidelines while handling sensitive information.
II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 4 Required Proven experience of engineering, business intelligence, or other IT work experience relevant to the position. 4 Required Hands on experience in SAS, including SAS programming, SAS Studio, SAS Visual Analytics, and SAS Data Studio. 4 Required SAS administrator experience 4 Required Strong database skills including strong SQL knowledge. 4 Required Scripting experience. 4 Required Experience working with QA, Production Support, Development environments. 4 Required Knowledge of object-oriented and functional software design. 4 Required Excellent problem-solving and troubleshooting skills. 4 Required Understanding of Software Development Methodologies and security best practices. 4 Required Effective communication and collaboration skills to work within a team environment. 1 Preferred Experience on subversion, git, or other version control is highly desirable. 1 Preferred Familiarity with SAS Viya Kubernetes platform. 1 Preferred Experience with connecting to multiple data sources (structured and unstructured). 1 Preferred Statistical analysis and model creation experience.
III. TERMS OF SERVICE
Services are expected to start 12/01/2023 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 1482 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Office of the Attorney General of Texas. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at OAG State Office located at 5500 E. Oltorf St, Austin, TX 78741. Teleworking is currently allowed for this contract position with management approval.. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Office of the Attorney General of Texas will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Office of the Attorney General of Texas.
V. OTHER SPECIAL REQUIREMENTS
The candidate(s) will be subject to a criminal background check that includes a DPS/FBI background check and fingerprinting
