Under the general direction of the Information Technology Manager I (ITM I), the Information Technology Specialist II (ITS II) acts as a lead publishing service developer with expertise in Java J2EE. The incumbent is responsible for the analysis, design, coding, testing, documentation, and implementation of highly complex in-house developed applications and publishing services for the California State Legislature within the Legal Services Development Section of the Architected Services Division. The incumbent will provide proficient knowledge in systems analysis and Software Development Lifecycle (SDLC) processes. The incumbent acts as a knowledge expert on the use of new technologies in the enhancement and support of Legal Services applications. The incumbent works continually with Legal Services technical staff and quality control experts to ensure that system functionality meets customer business needs and objectives. The incumbent works independently or as a team member and/or lead a team of information technology specialists on complex projects of variable risks over computer systems that are highly visible and mission-critical to meeting the business requirements of the California State Legislature and legislative support organizations.

Working Conditions
Core business hours are 8:00 am to 5:00 pm, Monday through Friday, and the incumbent is expected to be available during core hours. However, the work schedule may be adjusted and is contingent upon business needs. Extended hours on weekdays, weekends, and holidays are mandatory and essential during peak times of the year. Peak times generally fall within the legislative session, which is January through September. Therefore, the incumbent may be scheduled to work up to 7 days a week and extended hours may not always be scheduled in advance.

Department Information
The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• 5+ years of working experience developing or supporting Java J2EE based web applications utilizing the Oracle database

• 5+ year of working experiences in Publishing services and using tools such as RenderX (XEP), QuickSilver and Hummingbird Client

• Hands on experience in middleware technologies such as WebLogic, Glassfish, JBoss or Tomcat

• Knowledge of coding and design with Prime Faces, EJB, JPA, JMS technologies

• Ability to troubleshoot complex information technology systems

• A strong history of successful customer service and support with a passion to meet the dynamic needs of external and internal customers

• Excellent verbal and written communication skills including ability to produce IT documentation

• Ability to act as a subject matter expert and to facilitate the transfer of knowledge of technical information to other IT professionals

• Demonstrated ability to exercise good judgement, act independently, solve critical and complex problems, and manage multiple competing priorities

• Demonstrated ability to work collaboratively in team settings to support in-house developed applications and routines

• Demonstrated experience directly leading technical and business interdisciplinary teams to develop a highly functional cross-collaborative team

• Demonstrated experience managing or leading mission critical software development projects that successfully implemented new or enhanced technical solutions to meet specific business needs or solutions
